Migrant workers remain eligible for PMAY-Gramin housing benefits, Centre clarifies

The Union government has clarified that migrant workers are eligible to receive housing assistance under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), provided they meet the scheme's eligibility criteria and continue to be part of identified beneficiary households in rural areas. The clarification comes amid questions over whether migration for employment affects entitlement under the rural housing programme. Officials stated that temporary or seasonal migration does not automatically disqualify beneficiaries from receiving assistance under PMAY-G. The clarification is significant for millions of workers who migrate from rural areas to urban centres for employment while retaining family and residential links in their native villages. The government reiterated that beneficiary selection under PMAY-G is based on approved eligibility criteria and verified housing deprivation data, rather than migration status alone.

The Central Government has clarified that migrant workers remain eligible for benefits under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), addressing concerns that migration for employment could affect access to assistance under the rural housing scheme. The clarification was issued in the past week and reaffirmed that eligibility under PMAY-G continues to be determined by the scheme's prescribed criteria rather than by a beneficiary's temporary movement to another location for work. 
According to the government, rural households identified under the programme do not lose their eligibility merely because one or more family members migrate to towns or cities in search of employment. Officials noted that migration is a common economic reality for many rural families and does not necessarily alter their housing requirements or socio-economic status in their native villages. The clarification is expected to provide certainty to migrant workers whose families continue to reside in rural areas and remain dependent on housing support under government welfare programmes. 
PMAY-G is the Centre's flagship rural housing programme aimed at providing pucca houses with basic amenities to eligible households living in kutcha, dilapidated or inadequate housing conditions. Beneficiaries are identified through socio-economic surveys and verification processes undertaken by local authorities and Gram Sabhas. The scheme prioritises households facing housing deprivation and seeks to improve living standards in rural areas through financial assistance for house construction. 
Government officials reiterated that beneficiary identification under PMAY-G is linked to approved survey databases and eligibility parameters rather than employment location. As a result, individuals working outside their native villages can continue to receive benefits if they satisfy the scheme's conditions and remain part of eligible rural households. The clarification is particularly relevant for seasonal and temporary migrants who travel to urban centres for work but maintain their permanent residence and family ties in rural areas. 
The government also highlighted that PMAY-G continues to operate through a transparent beneficiary verification process. Assistance is transferred directly to beneficiaries through Aadhaar-linked accounts, while housing construction progress is monitored through digital systems to ensure accountability and timely implementation. The programme is implemented by the Ministry of Rural Development in coordination with state governments and local authorities. 
The clarification comes as the government continues efforts to expand rural housing coverage under PMAY-G. Officials emphasised that the scheme is intended to support eligible rural households irrespective of whether family members migrate for employment, provided they continue to satisfy the programme's eligibility requirements. The position is expected to benefit a large section of India's migrant workforce, many of whom maintain strong economic and residential links with their villages despite working elsewhere for livelihood opportunities.
