The Kerala government has approved INR 3,200 crore towards land acquisition for the proposed Thiruvananthapuram Outer Ring Road (ORR), a major road infrastructure project that is expected to improve connectivity around the state capital and support economic activity linked to Vizhinjam International Seaport.
The financial approval is expected to accelerate the land acquisition process and facilitate compensation payments to affected landowners along the project corridor. The move is being viewed as a significant step towards advancing a project that has faced several delays over the years due to land acquisition challenges, environmental clearances and alignment-related issues.
The proposed Outer Ring Road, spanning around 78 km, will connect Vizhinjam in the south with Navaikulam in the north. The corridor is being developed by the National Highways Authority of India (NHAI) and is planned as an access-controlled highway aimed at improving movement across the Thiruvananthapuram region while reducing pressure on existing road networks.
The project has gained importance following the development of Vizhinjam International Seaport, which is expected to emerge as a major transshipment hub on India's western coast. Authorities believe the Outer Ring Road will play a crucial role in connecting the port with national highways, logistics parks, industrial zones and future commercial developments across southern Kerala.
Land acquisition has remained one of the biggest hurdles for the project. Thousands of landowners across multiple villages are expected to be affected by the acquisition process, and compensation-related concerns have led to delays in several stretches. With the latest approval, the state government is expected to expedite the release of funds required for acquiring land and completing pending procedures.
The project's land acquisition cost has also increased considerably over the years. Earlier estimates were significantly lower, but revisions in land values and delays in implementation pushed the requirement higher, leading to the need for additional funding support from the state government.
Apart from improving traffic movement around Thiruvananthapuram, the Outer Ring Road is expected to open new development corridors along its alignment. Infrastructure experts have noted that road projects of this scale often attract investments in logistics, warehousing, residential developments and commercial establishments, particularly in areas surrounding major transport hubs.
The project has also undergone multiple reviews related to environmental approvals and route alignment. While several clearances have already been obtained, authorities have continued working on resolving pending issues to ensure the project progresses without further setbacks.
Once completed, the Outer Ring Road is expected to provide a seamless connectivity link between Vizhinjam Port, NH-66 and other important transport corridors in Kerala. The road is also expected to improve travel efficiency, support freight movement and strengthen the state's long-term infrastructure network.
