Bihar is set to introduce a paperless property registration system in a move aimed at making land and property transactions more efficient, transparent and citizen-friendly. The initiative is expected to reduce dependence on physical documents and streamline the registration process by shifting key procedures to a digital platform.
The proposed system will enable property buyers and sellers to complete a larger part of the registration process online, reducing the need for repeated visits to registration offices. Officials believe the move will help minimise paperwork, shorten processing timelines and improve the overall experience for citizens undertaking property transactions.
The paperless registration initiative is part of Bihar's broader effort to modernise land administration and strengthen digital governance. Over the past few years, the state has gradually expanded technology-driven services in the registration and revenue departments to improve transparency and reduce procedural delays.
Bihar already offers several online services related to property registration, including document preparation, appointment scheduling, payment of stamp duty and access to registration records. The state has been using the National Generic Document Registration System (NGDRS), which allows citizens to complete multiple pre-registration formalities online before executing property documents.
The upcoming paperless framework is expected to further integrate these services and reduce manual intervention in the registration process. By digitising documentation and verification procedures, the government aims to improve efficiency while maintaining accurate records of property transactions.
The move follows a series of recent reforms undertaken by the state government in the land records and registration sector. In the past year, Bihar launched the Integrated Land Records Management System (ILRMS)-Spatial Mutation portal, which links land records with digital maps and facilitates automatic mutation after property registration and inheritance-related transfers. The system was introduced to reduce ownership disputes and improve the accuracy of land records.
The state has also taken steps to promote electronic documentation. Earlier this year, the registration department entered into an agreement with National e-Governance Services Limited to support paperless document execution and digital e-stamping services. The initiative was aimed at providing citizens with easier access to legal and property-related documentation while reducing reliance on physical paperwork.
Another significant reform was the launch of doorstep property registration services for citizens aged 80 years and above. Under this facility, mobile registration teams visit eligible residents at their homes to complete registration formalities, making the process more accessible for senior citizens.
The proposed paperless property registration system also aligns with wider efforts across India to modernise property transactions through technology. The proposed Registration Bill, 2025 seeks to provide a legal framework for online registration, electronic submission of documents and issuance of digital registration certificates. Several states have already begun adopting similar digital registration practices to improve service delivery and reduce administrative bottlenecks.
For Bihar, the transition towards a paperless registration system is expected to be another step towards creating a more integrated and transparent property ecosystem. With growing property transactions and increasing demand for faster services, digital registration processes are becoming an important part of land governance reforms across the country.
