ED seeks witness protection in Ocean Seven Buildtech case after threats reported by homebuyers

Synopsis

The Enforcement Directorate has approached police authorities in multiple states to ensure protection for homebuyers and witnesses linked to the Ocean Seven Buildtech Pvt Ltd case involving promoter Swaraj Singh Yadav. The action follows complaints of threats, intimidation, and coercion reported during a recent bail hearing in a money laundering investigation tied to alleged misuse of funds in affordable housing projects. Victims told the court that they were being pressured to withdraw statements, while some also faced alleged false FIRs. The court directed immediate protection measures, prompting coordinated action by the ED with law enforcement agencies.

The Enforcement Directorate has written to police authorities across Delhi, Haryana, and Rajasthan seeking protection for homebuyers and witnesses who have alleged threats in connection with the case involving Ocean Seven Buildtech Pvt Ltd promoter Swaraj Singh Yadav.


The case relates to allegations of money laundering and cheating in affordable housing projects, where buyers reportedly faced issues such as arbitrary cancellations and re-allotments of units. Yadav was arrested in late 2025 in connection with the ongoing investigation.

During a recent bail hearing, several victims informed a Delhi court that they were receiving threats and intimidation aimed at preventing them from deposing before the Enforcement Directorate. Some witnesses also stated that they were being pressured to change their statements and support the accused.

Victims further told the court that while waiting outside the courtroom, an individual was seen recording videos of them. Among those who raised concerns were an Army officer and a senior citizen, who alleged that threats were being issued at the instance of the accused. They also claimed that false FIRs were being registered against some complainants in Rajasthan, and described the overall situation as being influenced by a mafia-like network.

The investigating officer of the Enforcement Directorate informed the court that around 10 complaints had been received from homebuyers regarding threats and intimidation. It was also submitted that prosecution witnesses were receiving calls urging them to retract their statements given to the agency.

Taking note of these submissions, the court observed that victims had expressed a genuine fear for their safety and directed the Deputy Commissioner of Police in New Delhi to ensure protective arrangements for all affected individuals until formal witness protection measures are implemented.

Following the court’s directions, the Enforcement Directorate wrote to the Delhi Police, sharing details of victims and witnesses for immediate security support. Similar communications were also sent to the Gurugram Police Commissioner and the Economic Offences Wing, which is the primary investigating agency in the matter.

In addition, the ED informed the Inspector General of Police of the Jaipur Range regarding allegations that false FIRs were being registered against victims in Rajasthan. The agency also contacted the Haryana Directorate of Town and Country Planning regarding alleged financial irregularities involving Ocean Seven Buildtech and its promoter.

The Enforcement Directorate has earlier described Swaraj Singh Yadav as a key decision-maker in the company, alleging that he played a central role in the execution of the alleged fraudulent scheme and the diversion of funds collected from homebuyers meant for affordable housing development.

The matter has now been listed for further hearing on May 23, where the court is expected to review the status of protection measures and ongoing submissions from all sides.
