Tamil Nadu's government has recently launched an ambitious housing project under the 'Kalaignarin Kanavu Illam' scheme, aiming to replace traditional thatched huts with concrete houses across rural areas of the state. This initiative is designed to improve the living standards of the rural population and bring about a significant shift in the housing landscape. The main objective of the scheme is to provide permanent, concrete homes for rural households currently living in substandard, thatched huts. The state government has set a goal of making Tamil Nadu a 'hut-free' state by 2030, and this project forms a crucial part of that vision. In this first phase, the government will focus on constructing 100,000 houses, with plans to expand the project in subsequent years.
To qualify for the scheme, the beneficiaries must have legal ownership documents for their land, such as a patta (land title) or other proof of inheritance. This ensures that the houses will be built for those who are genuinely in need and legally entitled to the land. Each house will have a minimum plinth area of 300 square feet, which will include a living room, a kitchen, a bedroom, a toilet, and a tiled roof. The homes will be designed to provide essential comfort and basic amenities to the residents.
In addition to the houses, the state government plans to provide essential infrastructure like roads, street lights, drinking water facilities, and public toilets in areas where these houses will be built. This will ensure that the new housing clusters are equipped with the necessary services to improve the quality of life for the rural population. The scheme also supports sanitation efforts, as it is being implemented alongside the Swachh Bharat Mission. Under this, each household will receive INR 12,000 to construct individual toilets, further improving the hygiene standards in these rural areas.
The 'Kalaignarin Kanavu Illam' scheme, originally launched in 2010 as the 'Kalaignar Veedu Vazhangum Thittam,- was revitalized to meet the current housing needs of the rural population. Over the years, the scheme has seen several enhancements and is now being expanded with a more focused and comprehensive approach to meet the government's vision of providing dignified housing to all rural residents.
By providing modern concrete homes with essential amenities, the state government is not only addressing the housing deficit but also ensuring a more comfortable and dignified life for rural dwellers. The scheme is an integral part of Tamil Nadu's broader goal of becoming a 'hut-free' state by 2030, contributing to the overall social and economic upliftment of rural areas.
