Himachal Pradesh's Cabinet introduced vital amendments to town planning rules that require buildings on Shimla's valley side to be constructed below road level to maintain the area's natural beauty. The government also launched the Pashu Mitra Policy, 2025, creating 1,000 multitask roles in animal husbandry and raising fodder grants to support cattle shelters. Educational and healthcare sectors benefited from new staffing approvals and honourarium increases, while the Mukhya Mantri Green Adoption Yojana and guidelines for e-taxi hiring promote environmental sustainability. Earlier this week, the Himachal Pradesh Cabinet approved crucial amendments to the 2014 Town and Country Planning Rules aimed at safeguarding the scenic beauty of Shimla. These new regulations mandate that any construction on the valley side within the Shimla Municipal Corporation area must be built at least one metre below the road level. This move reflects the government's focus on preserving the natural aesthetics of the valley, ensuring that future development does not disrupt the region's characteristic landscape. Advertisement
Under the leadership of Chief Minister Sukhvinder Singh Sukhu, the Cabinet also sanctioned the Pashu Mitra Policy, 2025, which envisages the creation of 1,000 multitask worker positions known as 'pashu mitras' in the animal husbandry department. These workers will assist in various tasks to boost operational efficiency and support livestock management. Complementing this initiative, the monthly fodder grant for cattle shelters has been increased from INR 700 to INR 1,200 per animal, a step expected to ease financial pressure on shelter operators and improve animal welfare across the state.
The education sector received a boost with approval to fill 100 junior office assistant (library) positions, aimed at enhancing the functionality of school libraries and enriching the academic environment. The revenue department will also add 10 senior assistants and 15 junior office assistants (IT), which is anticipated to streamline administrative workflows.
Recognising the vital role of healthcare workers, the Cabinet approved a significant increase in monthly honorariums for operation theatre assistants from INR 17,820 to INR 25,000, and for radiographers and X-ray technicians from INR 13,100 to INR 25,000. These hikes underscore the government's commitment to rewarding healthcare professionals for their dedication.
In pursuit of environmental sustainability, the Cabinet endorsed the Mukhya Mantri Green Adoption Yojana, encouraging private entrepreneurs to undertake plantation drives on degraded forest lands under their Corporate Social Responsibility (CSR) programmes. This initiative is designed to augment the state's forest cover. Further, the forest tract adjoining the Mata Tara Devi temple in Shimla district has been incorporated into the green zone of the Shimla Development Plan to ensure the area's conservation and sustainable development.
To advance eco-friendly transport, the Cabinet approved framing comprehensive guidelines for the hiring of electric taxis under the Rajiv Gandhi Swarojgar Start-Up Yojana, 2023. This initiative aims to promote electric vehicle adoption and reduce the state's carbon emissions.
Finally, the Cabinet authorised the merger of the public works department's design wing with the civil wing, a move intended to improve operational efficiency and enhance the delivery of public infrastructure projects.
Simultaneously, the expansion of animal husbandry workforce, enhancement of educational support staff, and increased remuneration for healthcare professionals highlight a strong commitment to public welfare. Coupled with green initiatives and sustainable transport policies, these measures signal a comprehensive approach to fostering sustainable development, positioning Himachal Pradesh as a model for responsible governance.
