To boost Andhra Pradesh's real estate sector amid declining registration revenues, the government has empowered newly formed Urban Development Authorities (UDAs) to independently approve building plans without routing them through the Director of Town and Country Planning. This move follows previous concessions like relaxed layout and building rules and time-bound approvals at municipal levels, which failed to significantly revive the sector. Now, vice-chairpersons of ten UDAs-including Eluru, Kadapa, Ongole, Chittoor, and Kuppam-can directly grant approvals for all development permissions under the APMRUDA Act. This decentralization aims to expedite construction activity and stimulate economic growth in small towns across the state.
In an effort to rejuvenate the real estate sector, which has been witnessing a negative growth in registration revenues, the Andhra Pradesh government has taken a significant step by empowering newly-constituted Urban Development Authorities (UDAs) to independently approve building plans. This initiative is aimed at accelerating construction activity and reducing bureaucratic delays that were previously hindering timely development approvals.
The state had earlier introduced several measures to boost the real estate market, including easing layout and building permission regulations. However, these initial relaxations did not yield the expected results. Recognizing the need for stronger interventions, the government accepted a series of demands from real estate stakeholders. Among these were commitments to process building plan approvals within fixed timelines and to decentralize the approval process by allowing municipalities to handle them directly.
Now, building on these efforts, the government has removed the requirement of routing building plan proposals through the Director of Town and Country Planning. This procedural change is expected to significantly cut down the time taken for approvals and facilitate faster execution of construction projects.
Vice-chairpersons of various UDAs across the state have been entrusted with the responsibility of issuing approvals for all types of development projects. These authorities include Eluru, Kadapa, Ongole, Chittoor, Palamaneru-Kuppam-Madanapalle, Bobbili, Srikakulam, Palnadu, Bapatla, and Amalapuram. Each of these development authorities is now authorized to grant permissions in accordance with the Andhra Pradesh Metropolitan Region and Urban Development Authorities (APMRUDA) Act and prevailing planning regulations.
This move follows an earlier decision where high-level committees, led by commissioners in larger municipal corporations, were granted the authority to approve plans, including those for high-rise and commercial structures. The latest directive extends similar autonomy to smaller towns through their respective UDAs, ensuring a uniform and efficient approval mechanism across the state.
