Delhi to launch portal listing non-saleable properties to prevent real estate fraud

In a decisive move to curb fraudulent property transactions, the Delhi government is developing a comprehensive digital portal that will feature a detailed registry of non-saleable properties across the city. Chief Minister Smt Rekha Gupta directed all district magistrates to conduct surveys and list properties that are legally restricted from being sold, helping reduce fraud in property transactions.


According to government officials, the forthcoming portal aims to simplify the registration process for property sale deeds while reducing the risk of corruption. The system will include properties under restriction due to illegal construction, as well as land classified as disputed, evacuee, enemy property, or belonging to gram sabhas. By making this information accessible to the public, the government intends to empower buyers to make informed decisions. Highlighting the urgency of such a mechanism, a senior official referred to recent cases in Mehrauli, where residential units built on illegal government land were demolished by the Delhi Development Authority.

The official noted that the public often falls victim to exploitation by unscrupulous builders, not understanding the legal status of the properties they purchase. The upcoming portal is therefore designed to protect innocent buyers from such deception. The database will also reflect properties entangled in legal disputes or those facing unresolved ownership claims. To ensure accuracy and reliability, the portal will be integrated with existing land and property records maintained by various civic bodies.

Chief Minister Gupta has also announced the introduction of a new digital system for property registrations, aimed at eliminating bureaucratic delays and reducing the need for repeated visits to government offices. This shift from manual, paper-based documentation to an electronic format is expected to make property-related processes faster, more transparent, and significantly more accessible to citizens. In parallel with this reform, officials have highlighted that digitising property records will serve as a critical deterrent to fraudulent activities in the real estate sector. The integration of data and transparency will strengthen legal safeguards for buyers.

On a separate occasion, Chief Minister Gupta served as the chief guest at a special registration ceremony organised by the Delhi Bar Council, where approximately 1,400 advocates were formally inducted. Addressing the gathering, she stressed that advocates bear a vital responsibility not only to uphold justice but also to embody constitutional values in their professional conduct. She urged the newly registered lawyers to extend their service beyond courtrooms, advocating for justice, peace, and equality in society at large.

As Delhi moves towards a transparent and digitised framework for property transactions, the proposed portal marks a significant stride in safeguarding public interest. By consolidating data on unsaleable and disputed properties, the initiative enhances accountability and empowers citizens to make informed real estate decisions.
