Chhattisgarh Chief Minister Vishnu Deo Sai has introduced ten key reforms to modernize the state's registry and revenue departments. Aimed at simplifying land transactions, the reforms allow Aadhaar-based biometric verification in place of physical witnesses and enable online payment of stamp duty and registration fees. Citizens can now complete property registration from home using e-stamps and digital document submission-especially beneficial for the elderly and disabled. Land records will be updated automatically post-registration, and Sub-Registrars will handle land transfers directly. Online access to documents, including encumbrance certificates, is also enabled. These changes promote transparency, reduce red tape, and make property dealings more efficient and citizen-centric.
Chhattisgarh Chief Minister Shri Vishnu Deo Sai recently unveiled ten comprehensive reforms aimed at streamlining the operations of the registry and revenue departments. These initiatives are designed to simplify land registration procedures, enhance system transparency, and eliminate bureaucratic obstacles in property transactions.
According to the new reforms, land registrations will now simply require a biometric verification via Aadhaar, eliminating the need for two physical witnesses. Stamp duty and registration fees can be paid together on a unified digital platform, using UPI, cards, or net banking.
The new system will also enable property registration from home with the help of e-stamps and online submission and generation of documents. This will especially benefit senior citizens and persons with disabilities.
Additionally, land revenue records will now be automatically updated upon registration, ensuring the new owner's name appears instantly on the records. District Registrars and Sub-Registrars will now handle land transfer deeds directly, reducing the role of Tehsildars.
Citizens can search and download property documents online using the khasra (survey) number, ending the need to visit registry offices for basic information. A digital encumbrance certificate, a document that details the legal encumbrances such as loans, claims and mortgages, will now be made available online.
These reforms mark a significant step toward digitizing and simplifying land-related services in Chhattisgarh. By leveraging technology to reduce human intervention and improve transparency, the state aims to make property transactions more accessible, efficient, and citizen-friendly.
