The Yamuna Expressway Industrial Development Authority (YEIDA) has directed Bayview Bhutani Film City Private Limited, a consortium led by filmmaker Boney Kapoor and the Bhutani Group, to refrain from commencing construction or organizing any foundation-laying ceremonies for the proposed Film City in Sector 21 along the Yamuna Expressway. YEIDA emphasized that the developers must first secure approvals for the layout and building plans of the film studios and film institute, which are the core components of the project. The concession agreement, signed in June 2024, mandates the commencement of construction within one year, failing which a penalty of INR 1.5 lakh per day will be imposed.
In a recent development, the Yamuna Expressway Industrial Development Authority (YEIDA) has issued a directive to Bayview Bhutani Film City Private Limited, a consortium spearheaded by filmmaker Boney Kapoor and the Bhutani Group, instructing them to halt any construction activities or ceremonial events related to the proposed Film City in Sector 21 along the Yamuna Expressway.
YEIDA's directive underscores the necessity for the consortium to obtain approvals for the layout and building plans of the film studios and film institute, which are integral components of the project. These approvals must encompass detailed configurations for the studios and institute, parking layouts, landscaping, and other building-level permissions, all in accordance with YEIDA's building bylaws.
The concession agreement, finalized in June 2024, stipulates that construction must commence within one year. Failure to adhere to this timeline will result in a penalty of INR 1.5 lakh per day until construction begins. YEIDA has made it clear that no physical work can commence without the requisite approvals, and any attempt to organize a foundation-laying ceremony without these approvals would be a violation of the agreement.
Furthermore, YEIDA has mandated that the developers obtain green building certifications with either a GRIHA 4-Star or an IGBC Gold rating for both the master layout and individual structures. The project, spanning 1,000 acres, is divided into industrial and commercial zones, with 155 acres allocated for industrial use, including the studios and institute, and 75 acres for commercial use.
The developers are expected to invest INR 1,510 crore over eight years, with a minimum investment of INR 50 crore in the second year, INR 75 crore in the third, and INR 100 crore annually from the fourth through the eighth year.
By enforcing these prerequisites, YEIDA aims to prevent the project from deviating into purely commercial ventures, thereby preserving the integrity and vision of the Film City as a hub for cinematic excellence and learning.
