The Department of Town and Country Planning (DTCP), Haryana, has cancelled the January 27 e-draw for 708 affordable flats in Sohna's Aster Avenue-36 project due to a software glitch that processed only 2,200 of 52,000 applications-resulting in all units going to Sohna residents. The draw, linked to 4S Developers under license no. 235 of 2023, faced allegations of regional bias and technical faults. A four-member probe panel has been formed, and a fresh draw will be conducted for all 51,586 eligible applicants. The incident has triggered demands for stricter monitoring and transparency in the state's affordable housing allocation process.
The Department of Town and Country Planning (DTCP) in Haryana has announced the cancellation of the e-draw conducted on January 27, 2025, for the allotment of 708 affordable housing units in Sector 36, Sohna. This decision follows the discovery of significant technical discrepancies and allegations of regional bias in the allotment process.
The e-draw, part of the Aster Avenue-36 project developed by 4S Developers Pvt Ltd under license number 235 of 2023, received over 52,000 applications. However, due to a software glitch, only 2,200 applications were processed, all from residents of Sohna town. Consequently, all 708 flats were allotted to applicants from Sohna, raising concerns about the fairness and transparency of the process.
In response to these issues, the DTCP has formed a four-member committee comprising senior officials from the town planning and IT departments to investigate the matter. The committee has been tasked with examining the e-draw system to determine whether the irregularities were due to technical malfunctions, administrative oversight, or deliberate bias. A report is expected within 10 days.
The DTCP has assured that a fresh draw will be conducted, including all 51,586 previously eligible applicants. Applicants who no longer wish to participate can withdraw their applications through the official portal and receive a full refund.
This incident has sparked a broader debate on the need for greater oversight and transparency in Haryana's affordable housing allotment system. Homebuyers and stakeholders are calling for systemic reforms to prevent such irregularities in future allotments.
