Haryana Budget 2025-26: State boosts gig worker welfare, urban housing, and green initiatives

Haryana Chief Minister Shri Nayab Singh Saini has introduced a series of wide-ranging reforms in the state's budget, aiming to boost social security, law enforcement, housing, and environmental conservation. A key highlight is the launch of a new portal to register gig workers and extend insurance benefits. Additionally, the state plans to fast-track drug-related cases, modernize the police force, and expand cybercrime infrastructure. The budget also features initiatives for affordable rental housing, environmental protection, women's empowerment, and enhanced development funds for MLAs, marking a significant step towards Haryana's holistic socio-economic development.

Haryana Chief Minister Shri Nayab Singh Saini recently unveiled a new scheme to strengthen the social security net for gig workers across the state. A dedicated online portal will soon be established, enabling gig workers to register and gain access to a range of government schemes. Those enrolled will also receive comprehensive insurance benefits, including health, accident, and life insurance coverage.


The initiative is designed to improve the financial resilience and working conditions of gig workers while enhancing their contribution to Haryana's economic progress. The announcement came as Saini, who also holds the finance portfolio, presented the state's budget for the 2025-26 financial year in the assembly.

To reduce pollution in the Ghaggar and Yamuna rivers, the Haryana Pollution Control Board will introduce new arrangements to provide designated immersion spots along the riverbanks. This measure aims to balance ecological protection with religious sentiments.

On the urban housing front, the Chief Minister shared that under the Affordable Rental Housing Scheme (ARHS) within the Pradhan Mantri Awas Yojana (Urban) 2.0 framework, clean and affordable rental homes will be made available to urban migrants, unorganized sector workers, and economically weaker sections (EWS).

A pilot project will soon launch to rent out approximately 1,600 flats across Sonipat sectors at concessional rates, offering rental options for those not seeking to purchase homes. The rental model will run for 25 years under a transparent system.

Further, the Chief Minister confirmed a budget of INR 2,444.27 crore has been earmarked for the 'Housing for All' scheme for 2025-26, marking a steep rise of 303.8% compared to the INR 605.30 crore allocated last year. The Housing Board will also be merged with the Haryana Shehri Vikas Pradhikaran during the upcoming fiscal year.

Under the Mukhyamantri Teerth Yatra Yojana, low-income senior citizens have already been allowed to visit 'Ayodhya Teerth' and take a dip at the Sangam during the Maha Kumbh in Prayagraj. Additional pilgrimages to Mata Vaishno Devi and Shirdi Sai Temple are scheduled to commence during the upcoming financial year.

Addressing labor disputes, Saini mentioned that Haryana currently has nine functioning labor courts, including those in Ambala, Panipat, Hisar, Rohtak, Gurugram (two courts), and Faridabad (three courts). The government now plans to expand this number to 14 to expedite dispute resolutions and make the process more accessible to workers.

Haryana's 2025-26 budget showcases a strong focus on inclusive growth, addressing issues from gig economy welfare to urban housing and public safety. By targeting both social welfare and technological advancement, the state positions itself for a balanced approach to economic progress and social responsibility.
