Maha Metro has made it mandatory to obtain a No Objection Certificate before starting any construction, excavation, or utility-related work within 20 metres of Pune Metro tunnels and viaducts. The decision has been taken after recent incidents of unauthorised digging that led to structural damage near metro infrastructure. The rule applies to builders, developers, housing societies, and government agencies. Activities such as borewell drilling, foundation work, and laying of utility lines are included. Authorities have warned of strict legal action and recovery of damages for violations.

Maha Metro has introduced a mandatory requirement that no construction or excavation work can be carried out within a 20-metre radius of Pune Metro tunnels or viaducts without prior approval through a No Objection Certificate (NOC). The move has been implemented to ensure safety of underground and elevated metro infrastructure, especially in areas where urban construction activity is increasing around metro corridors.


The rule applies to builders, developers, housing societies, private property owners, and government agencies involved in any form of construction or redevelopment. It also includes excavation-related activities such as foundation digging, geotechnical investigation, plinth work, borewell drilling, and construction of wells. In addition, utility works like laying water pipelines, drainage lines, electricity cables, gas pipelines, and telecommunication networks also require prior clearance.

The decision follows recent cases where unauthorised excavation activities caused damage to metro structures, including incidents linked to borewell drilling near underground metro sections. In such cases, metro authorities had raised formal complaints, and legal proceedings were initiated against those responsible. These incidents highlighted risks to metro safety and operational stability due to unregulated digging near sensitive infrastructure zones.

Officials from the metro authority have stated that such violations not only endanger public infrastructure but also lead to financial loss and operational disruptions. In one of the recent cases, legal action was taken and anticipatory bail was also denied to individuals involved, reinforcing the seriousness of the issue.

Under the new system, applicants must submit their requests for approval through the metro authority’s planning department before starting any work within the restricted zone. The approval mechanism is designed to ensure coordination between ongoing urban development and metro infrastructure safety requirements.

Pune Metro currently operates multiple lines, including both elevated and underground sections, and several extensions are still under construction. With the city’s rapid development, metro authorities have emphasised the need for controlled construction activity near operational and upcoming metro corridors to prevent structural risks.

The enforcement of this rule is expected to bring stricter monitoring of construction activity in sensitive zones and ensure that all development near metro infrastructure follows a regulated approval process.
