The Haryana government has approved a new land pooling policy aimed at enabling planned urban expansion while reducing dependence on compulsory land acquisition. Cleared in the past week, the policy allows landowners to voluntarily pool their land for development, with a share of developed plots returned after infrastructure provisioning. The framework is expected to support urban growth in key regions, improve land assembly for large projects, and align infrastructure development with master planning. The initiative reflects a shift towards participatory land development models in fast-growing urban centres across the state.
The Government of Haryana stated in the past week that it has approved a land pooling policy to support urban expansion through a structured, voluntary land assembly mechanism across the state.
Under the policy, landowners will be able to pool their land parcels for integrated development, following which a portion of the developed land—equipped with infrastructure such as roads, utilities and public amenities—will be returned to them. The remaining land will be utilised for planned urban development, including residential, commercial and institutional uses.
Officials indicated that the policy is intended to reduce reliance on compulsory land acquisition, which has often faced legal and procedural challenges. By encouraging voluntary participation, the government aims to facilitate faster aggregation of land required for large-scale urban and infrastructure projects.
The framework is expected to be implemented in areas identified for urban expansion under state master plans, particularly in high-growth corridors where demand for land is rising. Authorities noted that the policy will enable more efficient land use by aligning development with planned infrastructure provisioning.
According to officials, participating landowners will receive a defined proportion of developed land based on the size and location of their original holdings. This approach allows landowners to benefit from value appreciation post-development, while also contributing to organised urban growth.
The policy also outlines provisions for infrastructure development, including road networks, drainage systems, water supply and other civic amenities, which will be undertaken as part of the pooled development process. This is aimed at ensuring that newly developed areas are supported by adequate urban infrastructure from the outset.
Officials stated that the initiative draws on similar land pooling frameworks implemented in other regions, where such models have been used to facilitate large-scale development while minimising disputes related to land acquisition.
The approval of the policy comes amid increasing pressure on urban centres in Haryana due to population growth and expansion of economic activity. The government has been exploring mechanisms to manage this growth in a more structured manner, particularly in areas adjacent to major cities such as Gurugram and Faridabad.
By introducing a land pooling mechanism, the state aims to create a more predictable and transparent system for land development, while improving coordination between planning authorities, developers and landowners.
