Synopsis

The Kerala State Housing Board has moved forward with the Marine Eco City project planned along Kochi's Marine Drive, appointing NBCC (India) Limited as the project management consultant for the first phase of the development. The initial phase, estimated to cost about INR 480 crore, will include a mixed-use residential and commercial tower on a 3.16-acre site within a larger 17.9-acre waterfront project area. The development will feature residential apartments, retail spaces, office floors and recreational facilities. The larger multi-phase project will also include hospitality infrastructure, convention facilities and additional residential towers.

The Kerala State Housing Board has initiated development of the Marine Eco City project planned along Kochi's Marine Drive waterfront, with NBCC (India) Limited appointed to manage the project. The first phase of the development has an estimated cost of about INR 480 crore and will include a mixed-use residential and commercial tower within the larger project area.


The project's foundation ceremony was recently conducted through a virtual event led by Kerala Chief Minister Pinarayi Vijayan. The Marine Eco City development will be built on around 17.9 acres of waterfront land located near the BPCL housing complex along Marine Drive, a prominent stretch in Kochi that already functions as an important commercial and residential zone.

NBCC, a Navratna public sector enterprise under the Ministry of Housing and Urban Affairs, has been assigned the role of project management consultant. The company will oversee planning, coordination and execution of the development under an engineering, procurement and construction model on behalf of the Kerala State Housing Board.

The first phase will be constructed on around 3.16 acres and will include a residential-cum-commercial tower with a total built-up area of about 85,733 square metres, or roughly 9.22 lakh sq ft. The tower design includes lower ground and upper ground floors that will be used for parking and service areas. Retail spaces are planned on the first three floors, followed by two floors dedicated to office use.

The sixth floor of the structure will include recreational and clubhouse facilities for residents and occupants of the building. Residential apartments will be located from the seventh floor up to the twenty-sixth floor, forming the primary housing component of the project.

The residential section will include a total of 152 apartments. These will consist of 80 three-bedroom units and 72 four-bedroom units. Each residential floor will accommodate eight apartments, designed to offer larger unit configurations suited for premium housing demand within the city.

Several statutory approvals required for the development have already been secured. These include coastal regulation zone clearance, environmental approval, consent from the pollution control board, a no-objection certificate from the airport authority, fire safety clearance and wildlife clearance. The project has also obtained a pre-certification under the GRIHA green building rating system, indicating that the development has been designed with sustainability measures.

Marine Eco City has been planned as a multi-phase development that will extend beyond the first tower. Future phases are expected to utilise the remaining project land to create a larger integrated urban development along Kochi's waterfront.

The second phase is planned to include a five-star hotel with around 105 rooms along with a convention centre. This component is expected to support tourism, conferences and business events in Kochi, which has been expanding its hospitality and meetings infrastructure over the past decade.

The third phase will focus mainly on residential expansion and is expected to include six additional residential towers. These towers together are planned to contain around 952 apartments, including both three-bedroom and four-bedroom units.

Once all phases are completed, the later stages of the development are expected to add nearly 44.2 lakh sq ft of built-up area across residential, hospitality and commercial infrastructure. The project has been designed as an integrated development combining housing, retail, offices and tourism-related infrastructure within a single waterfront project.

The Marine Eco City proposal has been under discussion for several years as part of efforts to redevelop parts of Kochi's Marine Drive area and strengthen the city's urban infrastructure. Earlier delays had slowed the project's progress, but the recent launch of the first phase indicates renewed movement toward implementing the larger development plan.

Reports linked to the project indicate that the entire Marine Eco City development across phases could involve an investment of around INR 2,400 crore. The project is expected to add new residential supply and commercial infrastructure in one of Kochi's most prominent waterfront locations while contributing to the city's long-term urban development plans.
