The Maharashtra government has launched the PRATYAY MahaBhumi portal to simplify and digitise the deemed conveyance process for cooperative housing societies. Announced by Chief Minister Devendra Fadnavis, the portal allows societies to apply online for legal land ownership transfer from builders-a long-pending issue affecting over 78,000 societies. The fully digital process eliminates physical submissions and includes virtual hearings, with a six-month resolution timeline. All stages-rom document upload to final order-will be handled through the portal. This reform addresses the challenges of redevelopment, repairs, and loans faced by societies lacking land ownership. Housing federations are urging further simplification by reducing the required documentation.

In a major step towards simplifying property rights for cooperative housing societies, the Maharashtra government has launched the PRATYAY MahaBhumi portal, enabling societies to apply online for deemed conveyance-a legal transfer of land ownership from builder to the society. This initiative, a part of the state cooperation department's broader e-governance reform, aims to resolve a longstanding issue affecting over 78,000 housing societies across the state.


Unveiled by Chief Minister Shri Devendra Fadnavis, the portal will streamline the entire process, eliminating the need for repeated physical visits to government offices. Societies can now complete all formalities-from document submission to certificate issuance-entirely online. The process, mandated to conclude within six months, includes stages such as document verification, scrutiny, scheduling of hearings, and the passing of final orders. Hearings will be primarily virtual, though offline sessions may still occur if necessary.

Under the new system, physical document submissions are no longer accepted. Instead, all applications, supporting paperwork, and communications, including hearing notices and decisions, will be managed through the digital platform. The cooperation department has directed all registrars and officials statewide to transition entirely to the online mode, with offline applications being discontinued.

Of the 1.25 lakh registered cooperative societies in Maharashtra, over 62% still lack legal ownership of their land due to delays or abandonment of the conveyance process. Many societies had either not initiated the process or left it incomplete due to the cumbersome, paperwork-heavy system. Without deemed conveyance, housing societies remain legally tied to developers or landowners, making redevelopment, structural repairs, or securing loans extremely difficult.

While currently eight documents are required for the application, housing federations have urged the government to reduce this number to five or six to make the process more accessible.
