Bengaluru: BDA sets 3-month deadline to finish Shivaram Karanth Layout infrastructure

The Bangalore Development Authority (BDA) has given engineers a three-month deadline to complete pending infrastructure in the Shivaram Karanth Layout in North Bengaluru. Spread across 3,540 acres, the layout is expected to offer over 30,000 plots, but only 10,000-17,000 are currently ready. Key works like roads, water pipelines, and drainage remain incomplete in nearly 40% of the layout. Legal issues and unresolved land acquisition disputes have delayed public site allotment, with a court case still pending. A committee is assessing land values for fair compensation. While public interest remains high, allotments will proceed only after legal and administrative clearances are finalized.

The Bangalore Development Authority (BDA) has announced a three-month deadline for engineers to complete the remaining infrastructure work in the Shivaram Karanth Layout, which is situated in North Bengaluru. This layout, divided into nine sectors, has seen development progress at different stages, with some areas reaching 50% to 60% completion. However, nearly 40% of the infrastructure work remains pending.


Key facilities such as main roads, water pipelines, and underground drainage systems are yet to be fully developed. Although road cross-sections have been laid, streetlights have been installed in a few sectors, and blocks have been marked, the full-scale infrastructure is still incomplete. The delay in these works has put the BDA under pressure to meet the deadline and ensure the layout is ready for allotment.

The Shivaram Karanth Layout spans across 3,540 acres, covering 17 villages between Doddaballapur and Hessarghatta. Out of this total area, 2,782 acres have been converted into plots. The remaining land includes existing houses, civic amenity sites, and vacant lands. A massive layout, it is expected to offer more than 30,000 plots. Currently, about 10,000 to 17,000 plots are said to be ready for allotment. These include nearly 4,000 corner plots and 3,000 plots designated for mixed use. Between 7,000 and 8,000 plots are planned for allocation to the general public.

Interest from prospective plot buyers has remained high, particularly because the BDA had not offered any new layouts or plot distributions since the development of the Kempegowda Layout. However, site allotment in Shivaram Karanth Layout has been delayed due to legal complications and unresolved land acquisition issues. Concerns have been raised over reports that the BDA might be moving ahead with site allotments without fully resolving these disputes. As a result, a court case is still pending, and no public notification for applications has been issued. Site distribution is currently on hold until legal clearance is received.

To handle the land acquisition and compensation-related concerns, the BDA has constituted a committee to assess land values and recommend fair compensation packages. Once the committee submits its report, the recommendations will be forwarded to the government, which will then establish another panel to finalise approvals. These developments were recently discussed during a BDA executive committee meeting.

As the three-month deadline progresses, all eyes will be on the BDA to see whether the pending infrastructure work is completed as promised. With court approval still awaited and compensation matters being reviewed, the future of site allotments in this large-scale layout depends not just on construction speed but also on the resolution of legal and administrative hurdles.
