The Uttar Pradesh government will launch new housing projects in 12 districts, including Lucknow, Agra, and Kanpur, between June and December 2025 under the Mukhyamantri Urban Expansion/New City Promotion Scheme. CM Shri Yogi Adityanath emphasized adherence to timelines and quality, expedited building map approvals, and GIS-based master plan approvals by month-end. Updates on metro projects in Kanpur, Agra, and Lucknow were reviewed. Public suggestions on new bylaws are invited till May 30. The Uttar Pradesh government is set to launch new housing projects across 12 districts under the Mukhyamantri Urban Expansion/New City Promotion Scheme. These developments will be rolled out in phases from June to December 2025. The announcement was made during a high-level meeting with the Housing and Urban Planning department over the weekend.
The cities earmarked for these projects include Jhansi, Bareilly, Aligarh, Saharanpur, Agra (Kakua), Kanpur (New Kanpur City Plan), Mathura (Transport Nagar), Moradabad (Didauzi), Bulandshahr, Ghaziabad, Meerut, and Lucknow.
During the meeting, Chief Minister Shri Yogi Adityanath stressed that the projects must be completed within set timelines and that construction quality must not be compromised. He also called for an overhaul of the building map approval process, asserting that repeated objections were unacceptable. He instructed that pending cases be addressed promptly and resolved in a single attempt to ensure efficiency.
An integrated approach was encouraged, focusing on urban planning, safety standards in residential zones, robust infrastructure, and advanced digital management systems. In addition, Adityanath instructed officials to approve all remaining GIS-based master plans for cities before the month ends.
The review meeting also covered progress on ongoing metro rail projects. The 6.7-kilometre underground section between Motijheel and Kanpur Central Station, part of the Kanpur Metro, has been completed. Both Corridor 1 and 2 in Kanpur are expected to be operational by the end of this year. In Agra, the first corridor of the metro system is on track for completion by December 2025, with the second corridor expected to be finalized in 2026. Meanwhile, the 11.165-kilometre stretch of the Lucknow Metro from Charbagh to Basant Kunj is also progressing at a steady pace.
The Chief Minister also addressed administrative matters related to urban expansion in Lucknow, emphasizing the need to widen the jurisdiction of the Lucknow Development Authority. He ordered the transfer of the Jai Prakash Narayan International Convention Centre (JPNIC) to the authority. The INR 900 crore International Exhibition-cum-Convention Centre, under development on 32.50 acres in Lucknow, is to be completed within two years. Adityanath stated that the facility would serve as a landmark in the emerging landscape of New Lucknow.
Public input is being sought on the draft Building Construction and Development Bylaws 2025 from April 16 to May 30, 2025. Final regulations will be based on the feedback received.
