Maharashtra has launched its first online Transferable Development Rights (TDR) exchange, a move to streamline urban planning and development. Inaugurated on April 25, 2025, by Chief Minister Shri Devendra Fadnavis and Deputy Chief Ministers Shri Eknath Shinde and Shri Ajit Pawar, the digital platform simplifies the buying and selling of TDRs, crucial for developers to build beyond standard limits. The e-TDR system, developed by the Brihanmumbai Municipal Corporation (BMC), ensures transparency by digitizing Development Rights Certificates (DRCs), with financial transactions handled through the State Bank of India. This initiative aims to democratize access, reduce intermediaries, and enhance efficiency in urban development.
In a significant move to enhance transparency and efficiency in urban planning, Maharashtra Chief Minister Shri Devendra Fadnavis, along with Deputy Chief Ministers Shri Eknath Shinde and Shri Ajit Pawar, inaugurated the state's first online Transferable Development Rights (TDR) exchange in Mumbai on April 25, 2025. This digital platform aims to simplify the process of buying and selling TDRs, which are crucial for developers seeking to build beyond permissible limits in designated areas.
The newly launched e-TDR system, developed by the Brihanmumbai Municipal Corporation (BMC), facilitates the dematerialization of Development Rights Certificates (DRCs), ensuring they are maintained in an electronic format. Financial transactions related to TDRs will be managed through the State Bank of India (SBI), designated as the nodal bank for this initiative. By digitizing the TDR process, the government aims to boost transaction volumes and increase demand for TDRs, thereby promoting organized urban development.
One of the key features of the e-TDR platform is its accessibility to a broader audience. Individual societies and flat owners can now purchase small amounts of DRCs for purposes such as regularization or property extensions without relying on intermediaries. This democratization of access is expected to reduce dependency on brokers and make the process more transparent for all stakeholders involved.
TDRs are typically granted by civic bodies like the BMC as compensation to landowners when their land is acquired for public infrastructure projects or reservations. These rights allow developers to construct additional floor space beyond the standard Floor Space Index (FSI) limits, subject to specific area restrictions. The introduction of the online exchange is anticipated to streamline these transactions, ensuring that both landowners and developers can engage in the process with greater clarity and efficiency.
The launch of the e-TDR system marks a significant step towards modernizing urban development processes in Maharashtra. By leveraging digital tools to facilitate TDR transactions, the state aims to foster a more transparent, efficient, and inclusive approach to city planning and infrastructure development.
