The Madhya Pradesh government has allocated INR 51,074 crore for urban and rural development in the 2025-26 budget, marking a rise from INR 44,613 crore in 2024-25. Key investments include INR 3,600 crore for municipal services, INR 2,005 crore for Simhastha 2028 preparations, and INR 1,071 crore for AMRUT 2.0 water and sewage expansion. Affordable housing receives INR 1,000 crore under PMAY-U 2.0, while metro projects in Bhopal and Indore get INR 850 crore. The Madhya Pradesh state budget for 2025-26 prioritizes urban and rural development with significant investments in infrastructure, housing, sanitation, and public services. The total budget allocation for urban and rural development stands at INR 51,074 crore, marking a substantial increase from INR 44,613 crore in 2024-25. One of the major allocations is INR 3,600 crore for urban bodies through entry tax transfers, ensuring better municipal services and infrastructure development. Additionally, INR 2,005 crore has been set aside for preparations for Simhastha 2028, a major religious festival expected to draw millions of visitors to Ujjain. To support basic services in local bodies, INR 1,617 crore has been allocated, allowing municipalities to enhance amenities and address civic issues.
Urban transformation programs receive a significant boost, with INR 1,071 crore earmarked for AMRUT 2.0, a scheme focused on water supply and sewage network expansion. The Pradhan Mantri Awas Yojana (Urban) 2.0 Beneficiary-Led Construction (BLC) component has been allocated INR 1,000 crore, aiming to help low-income families build houses. The Metro Rail project, crucial for improving urban mobility in Bhopal and Indore, has received INR 850 crore, while the Madhya Pradesh Urban Service Improvement Program has been allocated INR 600 crore.
Housing and infrastructure development remain key priorities, with INR 418 crore dedicated to the 'Housing for All' initiative to provide affordable housing solutions. Additionally, INR 200 crore has been allocated for urban infrastructure construction, which includes the development of roads, bridges, and public utilities. The smart city mission continues with INR 54 crore each allotted to Ujjain and Jabalpur Smart Cities for implementing intelligent urban solutions, such as digital governance, improved traffic management, and modernized public facilities.
Environmental sustainability and sanitation receive focused attention with INR 296 crore for the Urban Swachh Bharat Mission 2.0, ensuring cleanliness and solid waste management in cities. The Madhya Pradesh Urban Sanitation and Environment Sector Program has been allocated INR 227 crore to promote sustainable urban sanitation projects. In an effort to modernize public transport and reduce carbon emissions, INR 110 crore has been set aside for the Prime Minister's Electric Bus Service, facilitating eco-friendly urban mobility.
Community welfare initiatives have also been included in the budget, with INR 69 crore allocated to the Deendayal Antyodaya Rasoi Yojana, a scheme providing subsidized meals to economically weaker sections. These initiatives reflect a comprehensive approach to urban development, ensuring that economic growth is inclusive and beneficial to all sections of society.
Madhya Pradesh's urban development efforts align with national trends, as seen in the Ministry of Housing and Urban Affairs (MoHUA) budget allocation of INR 82,577 crore for the fiscal year, reflecting an 8% increase from the previous year. The central government has also allocated 36% of its total budget to mass rapid transport systems and metro projects across the country, indicating a strong focus on urban mobility solutions.
The state's investment in urban development is also consistent with national urban transformation policies. For example, the Pradhan Mantri Awas Yojana-Urban (PMAY-U) continues to receive substantial funding at the national level, supporting affordable housing initiatives in various states. Similarly, infrastructure-driven development in cities like Mumbai, Bengaluru, and Ahmedabad has seen similar growth, with major investments in metro rail expansion and smart city initiatives.
The Madhya Pradesh government's balanced approach towards urban and rural development ensures that infrastructure projects, housing schemes, sanitation efforts, and public welfare initiatives are integrated into a cohesive strategy. With a focus on sustainability, modern urban planning, and improved living standards, the state is set to enhance its cities and towns while ensuring long-term growth and prosperity.
