Harnandipuram township: INR 10,000 crore project moves ahead with 490-hectare land acquisition plan

District Magistrate Indra Vikram Singh convened a meeting with officials to discuss the acquisition of land for the Harnandipuram township. During this meeting, he established a six-member committee and instructed the Greater Noida Development Authority (GDA), along with officials from the tehsil level, to conduct a survey of the land earmarked for acquisition.

The proposed township will cover an area of 521 hectares, with the GDA needing to acquire 501 hectares. Currently, the development authority holds 11 hectares in its possession, implying that nearly 490 hectares must be sourced from eight surrounding villages.

Officials have estimated that the overall cost for developing Harnandipuram will reach approximately INR 10,000 crore, with a substantial portion allocated for purchasing land at mutually agreed rates from local farmers. According to GDA Secretary Rajesh Kumar Singh, the acquisition plan entails that GDA will need to procure 501 hectares of land, of which 11 hectares are already under its authority, requiring the acquisition of nearly 490 hectares. Within this survey, it has been determined that around 27 hectares are classified as gram sabha land.

A government order stipulates that a committee must be formed under the District Magistrate when land acquisition for a project exceeds INR 10 crore. The newly formed six-member committee comprises the Assistant District Magistrate of finance and revenue, the vice-chairperson of GDA, a representative from the tehsil level, an official from the stamp department, and the GDA Secretary. The committee held its inaugural meeting earlier this week, during which District Magistrate Singh instructed a joint survey of land to be acquired, involving both GDA and tehsil officials.

The majority of the land required for acquisition is situated in Nangla Ferozepur village, accounting for 247.8 hectares, followed by 124 hectares in Shamsher village, 54.2 hectares in Shahpur Morta, 39.2 hectares in Champat Nagar, 11.8 hectares in Bhanera Khurd, 8.7 hectares in Mathurapur village, and 2.6 hectares each in Bhowapur and Morti.

The state government is set to fund 50% of the total project expense under the CM Urban Expansion New City Promotion Scheme, while the GDA will cover the remaining costs.

Simultaneously, the GDA is advancing preparations for the detailed project report (DPR) for the township. Earlier this week, the authority called for private firms to present their proposals before selecting an agency to develop the DPR for Harnandipuram. A dedicated committee within the GDA has been established to evaluate the presentations made by interested companies, following which financial bids for the creation of the DPR will be solicited. It has been understood that companies will be compensated on a per-hectare basis for their services.
