Andhra Pradesh government simplifies building construction approval process

Synopsis

The Andhra Pradesh state government has decided to streamline the process for granting permissions for the construction of buildings and layouts. Starting from December 31, a single-window system will be introduced, eliminating the need to visit multiple departments. The Minister for Municipal Administration and Urban Development (MAUD), P Narayana, highlighted that buildings up to 15 meters in height will no longer require permission for plans. Further developments will include a review of Transfer of Development Rights (TDR) and the completion of the Amruth-2 scheme within two years. The World Bank has agreed to release a loan for capital region projects.

The Andhra Pradesh state government has decided to make the process of obtaining permissions for building construction and layouts simpler, as confirmed in an official release. During a review meeting at the State Secretariat for Municipal Administration and Urban Development (MAUD), Chief Minister Chandrababu Naidu took the lead in addressing the media, with Minister for MAUD, P Narayana, briefing them on the new developments.


Narayana shared that the Chief Minister had instructed the Municipal Administration to streamline the process of granting construction permissions. Starting from December 31, these permissions will be provided through a single-window system. He explained that there will no longer be a need to visit various departments like Revenue, Stamps and Registration, and the Fire wing to obtain approvals. The new system aims to simplify and speed up the process.

Furthermore, Narayana clarified that there will be no requirement for permission to construct buildings up to 15 meters in height. He also mentioned that a comprehensive review of Transfer of Development Rights (TDR) issues would take place within the next 15 days. He stated that the Chief Minister had issued directives for the completion of the Amruth-2 scheme within two years, and measures under the P-4 system would support the progress of MEPMA (Mission for Elimination of Poverty in Municipal Areas).

Recalling the previous design work by Norman Foster for the Assembly, the High Court, and five iconic towers, Narayana noted that these plans were cancelled by the previous government. When tenders were recalled, Norman Foster's designs were once again chosen, and the CRDA meeting approved them. The Minister further assured that there are no obstacles to securing a World Bank loan for capital region projects. He confirmed that the World Bank had agreed to release the loan in instalments, ensuring funding for the ongoing works.

The Andhra Pradesh government's new initiative to simplify building permissions marks a significant step towards improving urban development in the state. The introduction of a single-window system for approvals, alongside the decision to waive the need for plans for buildings under 15 meters, is expected to enhance the ease of doing business. Additionally, with clear directives for the completion of the Amruth-2 scheme and a World Bank loan for capital projects, the state is set to see major improvements in infrastructure and urban planning in the near future.
