The Karnataka government has proposed amendments to the 2003 building bye-laws in Bengaluru, allowing deviations of up to 15% from approved plans, compared to the earlier 5% limit. The draft framework, open for public feedback until the end of April, introduces a compounding fee mechanism to regularise such deviations and enable issuance of occupancy certificates. The move is intended to address a large number of buildings unable to secure approvals due to minor violations. However, urban planners and civic experts have raised concerns regarding enforcement, safety, and legal compliance, warning that the proposal may legitimise unauthorised construction practices while altering long-standing planning norms.Read more

The Andhra Pradesh government has launched a large-scale energy efficiency initiative under the Pradhan Mantri Awas Yojana (PMAY), covering five lakh households in its first phase. Implemented through a tripartite agreement between Andhra Pradesh State Housing Corporation Limited (APSHCL), Energy Efficiency Services Limited (EESL), and AP SEEDCO, the programme will replace conventional electrical fixtures with energy-efficient appliances in affordable housing units. The initiative, formalised in the past week, aims to reduce electricity consumption, lower household expenses, and cut carbon emissions. It also aligns with the state's broader objective of delivering sustainable housing to all eligible beneficiaries by 2029 while improving energy performance across mass housing stock.Read more

The Bombay High Court has upheld an order directing the Maharashtra Housing and Area Development Authority to pay INR 1 lakh compensation to a Jogeshwari resident whose structure was demolished without prior notice. The ruling affirms a decision by the Maharashtra State Human Rights Commission, which found that the demolition violated procedural safeguards despite the structure being unauthorised. The court reiterated that the right to shelter forms part of Article 21 of the Constitution and cannot be taken away without due process. The case pertains to a tenement in Oshiwara, Mumbai, removed during a redevelopment-linked clearance exercise. The judgment reinforces the requirement for civic authorities and housing agencies to follow statutory notice procedures before undertaking demolition actions.Read more

The Pune Metropolitan Region Development Authority (PMRDA) has sought a decision from the Maharashtra government regarding the execution of the Maan Mhalunge Town Planning Scheme (TPS-1), following administrative changes that brought parts of the project area under the Pune Municipal Corporation (PMC). The scheme, spread across nearly 250 hectares near the Hinjewadi IT hub, is at an advanced approval stage but remains pending due to ambiguity over the implementing authority. PMRDA has requested clarity on whether it will continue as the Special Planning Authority or if PMC will take over. The project, which includes infrastructure provisioning and land reconstitution, has undergone multiple revisions and consultations, with delays affecting landowners and development timelines.Read more

A recent working paper by the World Inequality Lab highlights significant inequality in rural land ownership across India. It finds that a large share of land is concentrated among a small percentage of households, while nearly half of rural families remain landless. The study, based on extensive data covering millions of people and villages, also points to the influence of historical systems, social structures, and agro-ecological factors on land distribution. It further notes that improved access to markets has not been sufficient to address these long-standing disparities in ownership patterns.Read more

The Brihanmumbai Municipal Corporation (BMC) has begun testing low-cost air quality sensors under the MANAS project in collaboration with IIT Kanpur to improve pollution monitoring across Mumbai. Around 75 sensors will be installed before the monsoon, offering hyperlocal data on pollutants like PM2.5 and PM10. The system will divide the city into smaller grids and use real-time dashboards for better decision-making. The initiative builds on existing monitoring at construction sites and aims to strengthen targeted action to manage rising air pollution levels in the city.Read more

The Ministry of Road Transport and Highways has revised construction timelines for national highway projects, extending the maximum duration to up to six years based on project complexity, cost, terrain, and structural requirements. The updated norms will apply to projects awarded from early May onwards across EPC, HAM, and BOT models. Previously, projects exceeding 50 km or involving major bridges were required to be completed within about 30 months. The revision introduces differentiated timelines, including longer durations for tunnels and large bridges, aimed at improving execution feasibility. The policy shift reflects the government's attempt to align deadlines with on-ground challenges in infrastructure delivery and reduce delays arising from unrealistic project schedules.Read more

The Maharashtra Coastal Zone Management Authority has cleared the proposal to scientifically treat and remove legacy waste at the Deonar dumping ground, enabling its use for rehabilitating ineligible residents from the Dharavi Redevelopment Project. The plan involves processing around 18.5 million tonnes of waste and unlocking land for housing. While eligible residents will be accommodated within Dharavi, others will be shifted to locations such as Deonar, Bhandup, and Madh. The move also addresses long-standing environmental concerns linked to the landfill while supporting Mumbai's multi-location rehabilitation strategy.Read more
