A Gurugram-based real estate firm owner has been arrested in connection with an alleged land transaction fraud exceeding INR 15 crore, adding to a growing number of property-related financial crime cases being investigated across the National Capital Region.


According to Gurugram Police, the accused has been identified as Mahesh Mugam, a resident of Sector 75, Noida. He was arrested by the Economic Offences Wing (EOW)-1 following an investigation into allegations of cheating and fraudulent land agreements.

Police stated that a complaint was filed earlier this year by an individual who alleged that Neon Infra Construction Solutions and its associated entities had presented documents related to the proposed sale of approximately 11.33 acres of land located in Ghughera village in Haryana’s Palwal district.

Investigators alleged that an agreement to sell the land was executed in August 2024 and that the accused received nearly INR 17 crore towards the land consideration amount and associated transaction expenses.

According to the complaint, despite receiving the payment, the accused allegedly failed to complete the land registration process and subsequently stopped communication with the complainant.

Police officials stated that a case was registered at Sector 40 police station in Gurugram, following which the Economic Offences Wing initiated an investigation into the transaction and related documentation. The accused was arrested over the past week after the inquiry established preliminary evidence linked to the alleged fraud, officials said.

The case reflects continuing concerns around fraudulent land transactions, forged ownership claims and unverified agreements within parts of the NCR property market, particularly involving large land parcels and proposed development projects.

Real estate consultants and legal experts have increasingly highlighted the importance of title verification, land ownership validation, regulatory approvals and independent legal due diligence before entering into high-value land acquisitions or joint development agreements.

The Gurugram region and adjoining districts in Haryana have witnessed several land-related fraud investigations in recent years involving disputed ownership, forged documents and multiple sale agreements linked to the same parcels. Authorities have intensified scrutiny of such transactions amid rising investor participation in land aggregation and plotted development opportunities across NCR growth corridors.
