Synopsis

• Nitin Gadkari inaugurated a Multi-Lane Free Flow (MLFF) barrier-less tolling system at the Mundka-Bakkarwala Toll Plaza on Delhi’s Urban Extension Road-II corridor.
• The plaza is the second MLFF-enabled tolling facility in India after the Choryasi Toll Plaza on NH-48 in Gujarat, which became operational earlier this month.
• National Highways Authority of India plans to implement the technology at 17 toll plazas across nine states by September 2026, followed by over 108 additional plazas under the second phase by March 2027.
• The system uses Automatic Number Plate Recognition (ANPR) technology alongside FASTag-based toll collection to enable uninterrupted vehicle movement through toll corridors.
• The initiative is expected to reduce congestion, improve highway travel efficiency, lower fuel consumption, and support faster inter-city road connectivity.

National Highways Authority of India has expanded its rollout of Multi-Lane Free Flow (MLFF) barrier-less tolling infrastructure with the inauguration of a new tolling system at the Mundka-Bakkarwala Toll Plaza on Delhi’s Urban Extension Road-II (UER-II) corridor.

The system was inaugurated earlier this week by Nitin Gadkari as part of the government’s broader highway modernisation and digital mobility programme aimed at improving traffic movement and reducing congestion across national highway networks.

The Mundka-Bakkarwala facility is the second operational MLFF toll plaza in India following the launch of the Choryasi Toll Plaza on the Surat–Bharuch stretch of NH-48 in Gujarat earlier this month.

According to officials, the MLFF system enables vehicles to pass through toll plazas without stopping, using a combination of Automatic Number Plate Recognition (ANPR) cameras and FASTag-based electronic toll collection technology. The system is designed to remove physical barriers and reduce traffic queues commonly associated with conventional toll plazas.

The barrier-less tolling mechanism forms part of the government’s ongoing efforts to digitise highway infrastructure and improve travel efficiency on key transport corridors. Authorities indicated that uninterrupted tolling is expected to reduce fuel consumption, cut travel delays, and improve overall driving conditions on high-density road networks.

National Highways Authority of India is planning a wider national rollout of MLFF-enabled toll plazas during the current financial year. Under the first phase of expansion, the authority intends to operationalise the technology across 17 toll plazas located in nine states by September 2026.

The planned rollout includes toll plazas in Delhi, Gujarat, Haryana, Rajasthan, Tamil Nadu, Karnataka, Maharashtra, and Assam. Officials further stated that a second implementation phase involving more than 108 additional toll plazas is expected to be completed by March 2027.

The expansion of MLFF infrastructure aligns with the government’s focus on improving logistics efficiency and reducing transport bottlenecks across major highway corridors. Faster traffic movement and reduced stoppage time are also expected to support freight mobility and inter-city connectivity, particularly along high-volume economic routes.

Urban Extension Road-II, where the latest MLFF system has been introduced, is among Delhi’s major peripheral connectivity projects aimed at improving traffic circulation around the National Capital Region and reducing congestion on existing arterial road networks.
