• Goa’s Town and Country Planning (TCP) department has initiated review of fresh land conversion proposals covering more than 25,000 sqm across Bardez, Pernem, Salcete, and Bicholim under Section 39A of the TCP Act.
• The proposed changes involve conversion of land currently classified as natural cover, orchard land, and no-development-slope zones into settlement areas.
• The largest proposal has been submitted by KGL Realtors Pvt Ltd for conversion of 18,733 sqm at Salvador do Mundo in Bardez from natural cover to settlement zone.
• Additional applications linked to IRAP Infra LLP seek conversion of nearly 9,750 sqm in Morjim, Pernem, including portions categorised under orchard and no-development-slope areas.
• The proposals, approved by the TCP board for public review, are open for objections and suggestions for 30 days before further regulatory consideration.
Town and Country Planning Department has initiated the review process for a fresh set of land conversion proposals involving more than 25,000 sqm across multiple locations in Goa under Section 39A of the Town and Country Planning Act.
The proposals, which were cleared by the TCP board during its recent meeting, involve conversion of land parcels currently classified as natural cover, orchard land, and no-development-slope zones into settlement areas across Bardez, Pernem, Salcete, and Bicholim. The applications have now been opened for public objections and suggestions for a period of 30 days.
The single-largest proposal relates to KGL Realtors Pvt Ltd, which has sought conversion of approximately 18,733 sqm of land at Salvador do Mundo in Bardez from natural cover to settlement zone classification. According to the TCP board’s observations, the proposed conversion falls within permissible gradient limits, subject to comments and clearances from the forest department.
Another major cluster of applications concerns adjoining properties in Morjim, Pernem, linked to IRAP Infra LLP. The combined proposals seek conversion of around 9,750 sqm of land presently categorised as orchard and orchard-with-no-development-slope areas into settlement zones.
In one of the applications concerning survey number 13/11-B, the firm has proposed conversion of approximately 4,900 sqm from a total land parcel measuring 9,851 sqm. In the adjoining survey number 13/11-A, another proposal seeks conversion of around 4,850 sqm from a total area of 9,722 sqm. Portions categorised under no-development-slope classifications are included within both proposals. The TCP board observed that the applications comply with permissible gradient norms, while noting that forest department comments would remain necessary before any final approvals.
Apart from the larger proposals in North Goa, several smaller applications have also been placed under review. In Curtorim, three separate proposals involve conversion of around 850 sqm of natural cover land into settlement zones. In Benaulim, approximately 300 sqm of orchard land has been proposed for conversion, while in Mayem, Bicholim, a 300 sqm land parcel presently classified as natural cover with no-development-slope restrictions has been recommended for conversion into settlement zone, subject to environmental observations.
The latest round of Section 39A proposals comes amid continuing scrutiny over land use changes and zoning revisions in Goa, particularly in ecologically sensitive and high-tourism regions. The TCP department has increasingly faced public attention regarding amendments to regional plans involving conversion of agricultural, orchard, and natural cover land for settlement and development purposes.
