The Maharashtra government is preparing a comprehensive Land Titling Act that proposes mandatory property cards carrying official valuation details for all land parcels across the state as part of a wider land records and ownership reform programme.
According to Chandrashekhar Bawankule, the proposed legislation is currently under preparation and is expected to be finalised by July before being tabled during the monsoon session of the Maharashtra legislature. The minister stated that the initiative aims to create a uniform and legally recognised land ownership documentation framework applicable across both urban and rural regions of the state.
Under the proposed system, every land parcel in Maharashtra would be assigned a property card incorporating ownership details along with official valuation information. The move is expected to standardise land records and create a more definitive ownership verification mechanism for property transactions, financing, inheritance, and dispute resolution.
At present, urban properties in Maharashtra are generally documented through property cards maintained by city survey offices, while rural land ownership is primarily reflected through 7/12 extracts. However, these records are often not treated as conclusive proof of ownership in legal disputes and property-related litigation. The proposed Land Titling Act seeks to strengthen legal certainty by introducing a unified and more authoritative ownership documentation structure.
The proposed reform also aligns with the state government’s ongoing efforts to introduce “vertical property cards” for apartment owners in multi-storey buildings. The vertical property card framework, which has been under consideration for several years, is expected to formally document ownership details of individual flats, including carpet area, proportional land share, ownership history, and encumbrances.
According to recent reports, the revised proposal for vertical property cards has been resubmitted to the state government and may receive cabinet approval in the coming months. Initially, the framework is expected to apply to MahaRERA-registered and newly constructed buildings before being expanded gradually to older housing stock across Maharashtra.
Officials indicated that the broader land titling reform could help reduce property disputes, improve transaction transparency, and simplify due diligence procedures for buyers, lenders, and developers. The inclusion of official property valuation data within ownership documents is also expected to support more transparent property registration and taxation processes linked to ready reckoner values and stamp duty calculations.
The state government estimates that the proposed framework would eventually cover land and property records linked to nearly 14 crore residents across Maharashtra. Industry stakeholders believe clearer ownership documentation could strengthen confidence in real estate transactions, particularly in redevelopment projects, resale markets, inheritance transfers, and institutional financing.
