The Haryana government has launched a digital building plan approval system for residential plots located within municipal areas, aiming to make construction approvals faster, more transparent and less dependent on manual processing. The initiative was introduced by Chief Minister Nayab Singh Saini during a government programme held amid ongoing model code of conduct restrictions linked to civic body elections in parts of the state.
Officials said the launch was part of the state’s continuing administrative reforms and digital governance initiatives already under implementation. The new system allows applicants to submit building plans online, receive approvals digitally and track the status of applications without visiting municipal offices repeatedly. Authorities believe the move will help reduce delays, paperwork and direct interface with officials.
According to the state government, the platform has initially been introduced for planned residential plots falling under older municipal limits. Architects, engineers and urban local body officials are also being trained to operate the system efficiently and handle approvals digitally. The government stated that standardisation of approvals and online scrutiny are expected to improve accountability and reduce procedural confusion for property owners.
The move is significant for rapidly growing urban centres such as Gurugram, Faridabad, Panchkula and Sonipat, where residential construction activity has remained strong over the past few years. Delays in building plan approvals have often been raised as a concern by homebuyers, developers and architects due to lengthy documentation processes and multiple departmental clearances. The online system is expected to streamline several of these procedures.
Over the past year, Haryana has been working towards expanding digital governance across the urban development sector. The Directorate of Urban Local Bodies already offers several online services including property tax payments, occupation certificate applications, subdivision permissions, trade licences and other municipal approvals. The latest building plan approval system further adds to the state’s effort to move civic services to a fully digital platform.
The state government has also revised multiple development and building-related regulations in recent months to support faster project execution and ease compliance requirements. Earlier this year, Haryana amended certain building code provisions related to floor area ratio norms, occupancy certificates and approval mechanisms. Authorities also introduced digital tracking systems and third-party certification measures for select approvals to improve efficiency and reduce approval timelines.
Real estate industry stakeholders have been pushing for faster digital approvals, particularly in NCR-linked markets where housing demand and construction activity have remained high. Industry experts believe fully online approvals can improve transparency, reduce discretionary delays and help both individual homeowners and developers manage project timelines more efficiently.
Apart from the new approval system, the Haryana government also announced direct transfer of welfare assistance exceeding INR 2,115 crore under various schemes benefiting nearly 58.87 lakh people across the state. The government additionally introduced digital delivery of J-Forms to farmers through WhatsApp as part of its broader technology-led governance initiatives.
The digital building plan approval system also aligns with wider reforms taking place nationally in the property and registration ecosystem. The Centre has been working on proposals to modernise property registration processes through online document submissions, electronic records and digital registration systems under the proposed Registration Bill, 2025.
