The Maharashtra Housing and Area Development Authority (MHADA) has issued a Letter of Acceptance to a consortium for the redevelopment of the 33-acre Abhyudaya Nagar layout in Kalachowki, South Mumbai. The large cluster redevelopment project covers 48 old buildings and more than 3,400 residential and commercial units. Existing residents living in nearly 210 sq ft homes are expected to receive 641 sq ft carpet area rehabilitation flats free of cost. The project is part of MHADA’s larger redevelopment push across Mumbai to replace ageing housing stock and improve infrastructure in older residential colonies.
The Maharashtra Housing and Area Development Authority (MHADA) has issued a Letter of Acceptance (LoA) to a consortium comprising M.G.N. Agro Properties, N.N.P. Buildcon and Honest Shelters for the redevelopment of the Abhyudaya Nagar colony at Kalachowki in South Mumbai. The project has been under discussion for several years and is considered one of the major MHADA-led redevelopment projects in the island city.
The redevelopment covers nearly 33 acres and includes 48 residential buildings with around 3,410 tenements. Of these, around 3,335 are residential units while 75 are non-residential premises. Most of the current residential units measure nearly 210 sq ft carpet area and are part of old MHADA housing stock developed decades ago.
Under the proposed redevelopment plan, eligible residents are expected to receive rehabilitation homes measuring 641 sq ft carpet area without any additional cost. The project will be undertaken through MHADA’s Mumbai Board under the Construction and Development (C&D) model. Apart from larger homes, the redevelopment is expected to improve internal roads, open spaces, water supply systems, drainage infrastructure and other civic facilities within the layout.
The project is important due to the scale of the colony and its location in central Mumbai, where availability of large land parcels remains limited. Abhyudaya Nagar is located close to major commercial and residential zones in South and Central Mumbai, making the redevelopment strategically significant for both MHADA and developers.
The redevelopment process had seen delays and multiple discussions over the past few years. Reports published earlier had indicated that the project attracted interest from several developers during the bidding process. There were also challenges related to obtaining resident consent, which is a key requirement in cluster redevelopment projects.
According to earlier reports, the selected developer is required to secure consent from at least 51% of eligible residents within the prescribed timeline. An earlier bidder had reportedly exited the process after difficulties in meeting consent-related conditions. MHADA later moved ahead with a revised process before issuing the latest Letter of Acceptance to the consortium.
The Abhyudaya Nagar redevelopment forms part of MHADA’s broader plan to redevelop ageing layouts across Mumbai. In recent months, MHADA officials had stated that redevelopment activities are planned across nearly 923 acres of housing layouts in the city. These projects are expected to impact more than 75,000 residents in the coming years.
Several other large MHADA layouts, including Motilal Nagar in Goregaon, Bandra Reclamation, GTB Nagar and SVP Nagar, are also being considered for redevelopment. The authority has increasingly focused on cluster redevelopment models to modernise old housing colonies and improve living conditions in densely populated areas of Mumbai.
The state government has also been pushing redevelopment projects through MHADA and other agencies as Mumbai continues to face land constraints and growing demand for better housing infrastructure. Redevelopment of old housing colonies has become an important part of the city’s urban planning and housing strategy.
