Synopsis

The Bhubaneswar Development Authority has introduced a draft Standard Operating Procedure for land parcel reconstitution under Town Planning Schemes 42 to 45 in Zone IV, covering areas such as Bijipur, Kasipur, Bhagabanpur, Baliapada, and Patrapada. The SOP aims to create a structured and transparent process for handling land reconstitution, ensuring fair distribution of developed plots among landowners. It includes provisions for voluntary and mandatory amalgamation of land parcels, along with a standard 40% deduction and 60% return of land. The framework is expected to reduce disputes and improve planning efficiency.

The Bhubaneswar Development Authority has issued a draft Standard Operating Procedure (SOP) for land parcel reconstitution under Town Planning Schemes 42 to 45 in Zone IV. The areas covered under these schemes include Bijipur, Kasipur, Bhagabanpur, Baliapada, and Patrapada. The SOP has been introduced to bring a uniform and structured method for processing land reconstitution cases under the planning framework.


The authority has stated that the main objective of the SOP is to improve transparency and provide clarity in the handling of land parcels. It also aims to ensure fair and systematic distribution of reconstituted plots among landowners while reducing procedural confusion and disputes that usually arise during such processes.

A key provision of the SOP allows voluntary amalgamation of land parcels within the same mouza. Under this arrangement, landowners who opt for amalgamation will receive 60% of the total land area after a standard deduction of 40%. This structure is intended to maintain a balance between development requirements and owner entitlements.

The SOP also makes amalgamation mandatory in specific cases where a single landowner holds multiple land parcels under different khata numbers within the same mouza. This step is expected to streamline land records and ensure better alignment with planned development layouts.

In addition, the guidelines permit merging of smaller land parcels and encourage joint applications from multiple landowners. This provision is aimed at supporting better land alignment, particularly along wider roads, subject to technical feasibility and planning norms. It is also expected to help in more efficient utilisation of land in developing urban areas.

The framework forms part of the broader town planning approach being adopted by the authority, where structured schemes are being used to guide organised urban development. Stakeholders have been invited to review and provide feedback on the draft SOP before it is finalised.
