The Haryana State Vigilance and Anti-Corruption Bureau (ACB) has initiated an extensive investigation into around 2,600 illegal colonies developed across the state in violation of planning regulations. The investigation focuses on unauthorised residential, institutional, and industrial developments that were established in violation of land use norms and without obtaining necessary approvals from the Town and Country Planning (TCP) department and Urban Local Bodies (ULBs). These colonies are reported to have come up on agricultural land without requisite change-of-land-use permissions or regulatory clearances.
Authorities are examining the role of officials across multiple departments, including TCP, ULBs, and district revenue offices, amid allegations of collusion with private developers. The probe is supported by documentary evidence and land records, with officials indicating that both administrative and penal action may be initiated against individuals found responsible.
The investigation has been structured across different regions of the state, with senior police officers overseeing the exercise. Technical experts have also been engaged to assist in analysing land records, development patterns, and regulatory compliance. The findings are expected to be submitted directly to the High Court upon completion of the probe.
The scale of the investigation reflects the extent of unauthorised urban expansion in Haryana over recent years, particularly in peri-urban and developing districts. The colonies under scrutiny reportedly include a mix of plotted developments, housing clusters, and commercial establishments that were carved out without adherence to statutory planning frameworks.
Officials indicated that action may include demolition drives and legal proceedings against developers and individuals involved in such developments. The probe also aims to identify government employees who may have facilitated or overlooked violations during the approval and monitoring process.
The issue of illegal colonies has been a recurring challenge in Haryana, with several such developments emerging over the past decade due to gaps in enforcement and rising demand for affordable land parcels. In some cases, authorities have previously considered regularisation measures to provide basic infrastructure and legal recognition to certain settlements, while continuing enforcement against newer violations.
