Synopsis

The Karnataka government has brought over 25 lakh properties in Bengaluru under the e-Khata system, marking a large-scale digitisation of urban property records. Announced in the past week by Deputy Chief Minister D K Shivakumar, the initiative integrates Aadhaar, GPS mapping, property sketches and digital documentation to create a unified ownership database. More than 7,000 applications have already been processed, with additional outreach measures planned through camps and service centres. The move aims to improve transparency, reduce discrepancies in land records, and streamline property transactions, while supporting compliance across the city’s expanding real estate market.

The Karnataka government stated in the past week that it has brought over 25 lakh properties in Bengaluru under the e-Khata system, as part of a city-wide initiative to digitise property ownership records and improve transparency in real estate transactions.


Deputy Chief Minister D K Shivakumar indicated that the initiative is intended to create a comprehensive digital database by integrating Aadhaar-linked identification, GPS coordinates, property measurements, and supporting documentation into a unified system. He noted that more than 7,000 applications have already been processed, while additional measures are being undertaken to bring remaining properties into the system.

The e-Khata is an electronic property certificate that records ownership details, tax status and classification in an online database maintained by civic authorities. The transition from manual records to a digital format is aimed at reducing discrepancies, improving verification processes and enabling easier access to property data for stakeholders.

To facilitate adoption, the government has initiated outreach programmes, including the establishment of over 50 centres across Bengaluru, where property owners can apply for new e-Khata registrations or rectify existing records. Special drives are also being organised to increase participation and ensure wider coverage of the system.

Officials stated that each e-Khata will include detailed information such as property boundaries, dimensions, photographs and linked documents, enabling a more accurate representation of assets within the city’s planning framework. The integration of digital records is expected to improve coordination across departments involved in property registration, taxation and urban governance.

The initiative also includes provisions for field verification, with applicants required to submit documents that may be reviewed through site inspections where necessary. In cases requiring further validation, applicants are issued acknowledgements and asked to revisit authorities after verification is completed.

The government indicated that the exercise is part of a broader effort to strengthen governance of urban land records and address inconsistencies in legacy systems. It also aims to identify properties recorded incorrectly, including those classified as roads or public land in revenue records, and take corrective action where required.

With over 25 lakh properties now under the e-Khata system, the initiative represents one of the largest digitisation exercises for urban property records in the country. Officials stated that the programme is expected to benefit a significant number of households, with plans to extend access and ensure that property owners receive their digital records through both online platforms and physical delivery where required.
