The Uttar Pradesh government has announced that the Ganga Expressway will remain toll-free for 15 days from the start of its commercial operations, allowing public access without user charges during the initial phase. The directive, issued in the past week, instructs concessionaires IRB Infrastructure Developers Ltd and Adani Infrastructure to suspend toll collection temporarily. The expressway, developed under a public-private partnership model, spans from Meerut to Prayagraj and connects 12 districts. While toll rights extend for 27 years, the state will compensate operators for revenue loss during the free-use period. The move is intended to promote early adoption, enable users to assess infrastructure quality, and support regional connectivity.

The Uttar Pradesh government stated in the past week that the Ganga Expressway will be toll-free for a period of 15 days from the commencement of its commercial operations, with the objective of allowing the public to access and experience the state’s longest expressway without any user charges during the initial phase.


The decision follows the issuance of a provisional completion certificate by the Independent Engineer under the concession agreement, confirming that the expressway is ready for public use and marking its commercial operation date. In line with this directive, the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) has instructed concessionaires IRB Infrastructure Developers Ltd and Adani Infrastructure to suspend toll collection during the specified period.

According to the state government, the temporary toll exemption has been introduced in the public interest to encourage wider usage of the expressway at the outset and to enable commuters to assess its quality, speed, and associated facilities. Officials indicated that the measure is also expected to support tourism activity and build public confidence in the infrastructure.

The Ganga Expressway has been developed under the public-private partnership model on a design, build, finance, operate and transfer (DBFOT) (Toll) basis. Under the concession agreement, the private developers have been granted the right to collect toll for a period of 27 years. However, the agreement provides for compensation to the concessionaires for revenue loss incurred during the toll-free window, which will be borne by the state government or UPEIDA.

Authorities clarified that the temporary waiver of toll charges will not affect operational standards. UPEIDA stated that maintenance protocols, road safety measures, traffic management systems, and public amenities will continue to be maintained as per prescribed norms throughout the toll-free period.

The expressway stretches from Meerut to Prayagraj, connecting 12 districts across Uttar Pradesh, and is positioned as a key infrastructure corridor aimed at improving regional connectivity. The project is expected to facilitate movement of goods and passengers, with implications for trade and investment flows across the state.

Officials indicated that the decision reflects the government’s emphasis on infrastructure development while incorporating measures intended to enhance public accessibility and early adoption of large-scale transport projects.
