SCLR Phase 2 reaches final stage as MMRDA pushes for faster completion

Synopsis

The Mumbai Metropolitan Region Development Authority (MMRDA) has accelerated efforts to complete Phase 2 of the Santacruz-Chembur Link Road (SCLR), with nearly 98% of the physical work already finished. Metropolitan Commissioner Dr. Sanjay Mukherjee recently reviewed progress at the BKC-Vakola connector and directed officials and contractors to speed up the remaining work while maintaining construction quality and safety standards. Once operational, the final phase of the corridor is expected to improve east-west connectivity across Mumbai by linking major highways and commercial hubs, while also reducing travel time by nearly 35 minutes and easing congestion on key roads.

The Mumbai Metropolitan Region Development Authority (MMRDA) is moving closer to completing Phase 2 of the Santacruz-Chembur Link Road (SCLR), with around 98% of the physical work already completed. The final phase is expected to significantly strengthen east-west connectivity across Mumbai and improve traffic movement on several key routes.


Dr. Sanjay Mukherjee, IAS, Metropolitan Commissioner of MMRDA, along with Additional Metropolitan Commissioner-1 Vikram Kumar, IAS, recently conducted a site inspection at the BKC-Vakola connector section of the project. During the review, officials assessed the progress of ongoing work and directed contractors and executing agencies to expedite the remaining activities while ensuring construction quality and safety standards are maintained.

The SCLR Phase 2 project forms the last leg of the larger Santacruz-Chembur Link Road corridor, which has been developed in stages over the years to improve connectivity between the city’s eastern and western suburbs. The corridor includes multiple interchanges, elevated stretches and connecting arms designed to reduce dependence on heavily congested internal roads.

With the project nearing operational readiness, the corridor is expected to transition into a fully integrated urban mobility network instead of functioning through partial connectivity. Once completed, the SCLR will provide smoother access between the Eastern Express Highway, Western Express Highway, Bandra Kurla Complex (BKC), Santacruz, Chembur, Kalina and Kurla.

Officials said the completed corridor is expected to reduce travel time by nearly 35 minutes while easing congestion across several arterial roads connecting central Mumbai and the western suburbs. The infrastructure is also expected to support traffic movement towards BKC, one of Mumbai’s largest commercial and business districts, where traffic pressure has increased steadily over the past few years.

The SCLR project has remained a critical transport link under Mumbai’s larger mobility and infrastructure expansion plan. Earlier phases of the corridor had already improved connectivity between the eastern and western parts of the city, particularly by offering faster movement between Chembur and the airport region. The completion of the final phase is expected to remove remaining bottlenecks and improve route continuity for daily commuters.

MMRDA has been focusing on accelerating several ongoing transport infrastructure projects across the Mumbai Metropolitan Region, including metro corridors, road connectors and elevated mobility routes, aimed at reducing congestion and improving travel efficiency across high-density urban zones.
