Maharashtra expands ‘One District-One Registration’ system for leave and licence registrations

The Maharashtra Registration and Stamps Department has expanded the implementation of its ‘One District-One Registration’ system for leave and licence agreements, e-filing and physical filing procedures across the state as part of broader administrative reforms aimed at simplifying property-related registration services.


According to an official circular issued by the Office of the Inspector General of Registration and Controller of Stamps, Maharashtra State, Pune, the revised framework will permit citizens to undertake registration processes at any sub-registrar office within the same district instead of being restricted to a single jurisdictional office.

The circular, dated 30 September 2025, was issued under the state government’s Service Fortnight initiative and addressed to divisional deputy registrars, district registrars and deputy registrars across Maharashtra. The department stated that the ‘One District-One Registration’ model had already been introduced statewide from 1 May 2025 under earlier government notifications.

As part of the revised operational framework, the department has introduced changes to its document registration management system to enable registration of leave and licence agreements, notices received through e-filing platforms and notices submitted through physical filing channels under the district-wide registration mechanism.

The circular stated that the updated process would be implemented in phases between 30 September 2025 and 2 October 2025. Officials noted that online tokens generated for registration appointments would be distributed proportionately among sub-registrar offices within each district to support smooth implementation of the system.





Under the revised mechanism, documents and notices covered under the framework can be submitted for registration at any sub-registrar office located within the same district. The department stated that the move is intended to improve administrative efficiency, reduce dependency on individual registration offices and provide greater operational flexibility for applicants undertaking registration procedures.

The expanded framework forms part of Maharashtra’s ongoing efforts to digitise and streamline property registration services through technology-led governance systems. In recent years, the state has increased reliance on online filing systems, digital appointment scheduling and electronic processing mechanisms for leave and licence registrations and other property-linked documentation processes.

Officials stated that the revised district-level registration framework is expected to support faster processing and improve accessibility for citizens undertaking registration-related procedures across Maharashtra’s urban and semi-urban property markets.
