Synopsis

Infrastructure projects valued at INR 150 crore and above have recorded a cumulative cost overrun of INR 5.65 lakh crore, according to the latest monthly report for April from the Ministry of Statistics and Programme Implementation. The report tracks 1,981 ongoing projects across 17 central ministries with a revised cost of INR 42.78 lakh crore against an original estimate of INR 37.12 lakh crore. Total expenditure stands at INR 20.36 lakh crore, about 47.59% of revised cost. Around 40% projects have over 80% physical progress, while 14% show over 80% financial completion, with transport and logistics dominating.

Infrastructure projects each valued above INR 150 crore have shown a cumulative cost overrun of INR 5.65 lakh crore, as per the latest monthly monitoring report released by the Ministry of Statistics and Programme Implementation for April.


The report, titled “Flash Report on Central Sector Infrastructure Projects,” notes that 1,981 ongoing projects under monitoring have a revised total cost of INR 42.78 lakh crore, compared with an original estimated cost of INR 37.12 lakh crore. These projects are being tracked across 17 central ministries and departments.

The cumulative expenditure on these projects has reached INR 20.36 lakh crore, which accounts for around 47.59% of the revised cost, indicating steady execution progress across multiple sectors.

As per the progress assessment, about 801 projects, representing nearly 40%, have achieved more than 80% physical completion. At the same time, 277 projects, or roughly 14%, have crossed 80% financial completion, reflecting uneven but advancing execution across different stages.

The Transport & Logistics sector continues to dominate the overall pipeline, with 1,459 projects carrying revised estimates of INR 23.34 lakh crore. This highlights sustained focus on connectivity-led infrastructure development, including roads, railways, aviation, ports, and waterways.

Among implementing ministries, the Ministry of Road Transport & Highways is handling the largest share, with 1,137 projects accounting for a revised cost of INR 10.81 lakh crore. The Ministry of Railways is managing 260 projects with a revised cost of INR 8.69 lakh crore, making it the second-largest contributor in terms of project value.

Other key ministries include the Ministry of Coal with 128 projects worth INR 2.49 lakh crore, the Ministry of Petroleum & Natural Gas with 112 projects valued at INR 5.19 lakh crore, and the Ministry of Power with 102 projects totaling INR 5.53 lakh crore. The Ministry of Housing & Urban Affairs and the Department of Water Resources, River Development and GR are managing 51 and 48 projects respectively, with revised costs of INR 3.75 lakh crore and INR 2.25 lakh crore.

The remaining 143 projects, forming about 7% of the total, are distributed across several departments including higher education, civil aviation, steel, telecommunications, labour and employment, ports, shipping and waterways, health and family welfare, mines, DPIIT, and sports, with a combined revised cost of INR 4.08 lakh crore.

Sector-wise distribution shows transport and logistics accounting for nearly 55% of the total revised cost at INR 23.34 lakh crore. The energy sector follows with INR 11.30 lakh crore across 221 projects. Communication infrastructure stands at INR 2.73 lakh crore across 12 projects, while water and sanitation projects account for INR 2.30 lakh crore across 67 projects. Social and commercial infrastructure, including education, healthcare, real estate, and tourism-related projects, totals INR 0.91 lakh crore across 77 projects. The “others” category, covering sectors such as coal, steel, metals, and mining, accounts for INR 2.21 lakh crore across 145 projects.
