• The Maharashtra government plans to set up an expert committee to accelerate Pune’s proposed underground road network project spanning nearly 54 km across the city.
• The proposed tunnel corridors are aimed at reducing traffic congestion, improving east-west connectivity and easing pressure on key arterial roads in Pune.
• Authorities are evaluating technical feasibility, alignment planning, funding models and integration with wider mobility and urban infrastructure projects across the city.
The Maharashtra government is planning to constitute an expert committee to fast-track Pune’s proposed underground road network project, a large-scale urban mobility initiative aimed at addressing growing traffic congestion and improving connectivity across the city.
The proposed tunnel road system, estimated to span around 54 km, is being positioned as a long-term transport infrastructure solution for Pune, where rapid urban expansion and increasing vehicle volumes have placed significant pressure on existing road networks. Officials indicated that the proposed committee will examine technical, financial and implementation-related aspects of the project before moving towards detailed execution planning.
The underground road proposal is expected to include multiple tunnel corridors connecting key parts of Pune through grade-separated routes intended to reduce surface traffic congestion and improve travel efficiency. Authorities are assessing possible alignments across heavily congested urban stretches where road widening and surface-level expansion remain constrained due to dense development patterns.
According to officials, the expert panel is expected to include urban planners, tunnel engineering specialists, infrastructure consultants and transport experts. The committee will reportedly evaluate project feasibility, traffic integration, environmental considerations, geological conditions and possible funding structures for the large-scale underground mobility network.
The project forms part of broader efforts by state and civic authorities to strengthen Pune’s urban transport infrastructure amid sustained population growth and increasing real estate development across the metropolitan region. Pune has witnessed rapid residential, commercial and industrial expansion over the past decade, leading to mounting pressure on roads, public transport systems and civic infrastructure.
Authorities are also exploring integration of the proposed tunnel corridors with wider mobility initiatives including metro connectivity, riverfront development works and urban transport upgrades being undertaken by the Pune Municipal Corporation (PMC) and state agencies. Infrastructure planners are increasingly focusing on multimodal transport systems aimed at improving overall urban mobility efficiency.
The underground road proposal has drawn comparisons with tunnel-based urban mobility systems implemented in international cities facing land constraints and traffic saturation. However, urban infrastructure experts have noted that execution challenges in Pune could include land acquisition for entry and exit points, geological conditions, environmental clearances and project financing requirements.
Officials stated that detailed technical evaluation will be necessary before finalising the scope and phasing of the underground network. Feasibility studies are expected to assess traffic demand, engineering viability and long-term operational sustainability of the proposed corridors.
The state government has simultaneously been examining large-scale infrastructure proposals across Pune as the city continues to emerge as one of Maharashtra’s major economic and real estate growth centres. Infrastructure expansion in the region has increasingly focused on mobility improvements, ring roads, metro rail corridors and integrated transport systems to support long-term urban growth.
Urban planners believe the proposed committee could help accelerate decision-making and coordination between multiple agencies involved in transport and infrastructure planning. The underground road project is expected to undergo further technical review and policy-level discussions before detailed implementation timelines are finalised.
