Kharbav business park expanded to 44 villages to strengthen MMR growth corridor

Synopsis

The Maharashtra government has expanded the notified area of the Kharbav Integrated Business Park from 10 villages to 44 villages across the Bhiwandi and Vasai regions, bringing an additional 34 revenue villages under a unified planning framework led by Mumbai Metropolitan Region Development Authority. The move is aimed at accelerating logistics, industrial, warehousing and commercial development in the Mumbai Metropolitan Region (MMR). The expanded business park is expected to support employment generation, infrastructure growth and investment activity while reducing development pressure on core Mumbai through planned economic expansion in emerging growth corridors.

The Maharashtra government has formally expanded the notified area of the Kharbav Integrated Business Park, increasing its coverage from 10 villages to 44 villages across parts of Bhiwandi and Vasai. The decision, notified earlier this week under the Maharashtra Regional and Town Planning (MRTP) Act, 1966, also confirms Mumbai Metropolitan Region Development Authority as the Special Planning Authority (SPA) for the enlarged region.


The original business park, which was notified in September 2025 and later revised through a corrigendum in December 2025, covered nearly 58.52 sq km across 10 villages located in Bhiwandi taluka of Thane district and Vasai taluka of Palghar district. With the latest expansion, 34 additional revenue villages have now been brought under the Kharbav Integrated Business Park framework.

Of these newly added villages, six are from Bhiwandi taluka, covering around 44.17 sq km. The remaining 28 villages were previously part of the Bhiwandi Surrounding Notified Area. These villages have now been denotified from the earlier planning structure under Section 160 of the MRTP Act and integrated into the Kharbav planning framework.

The consolidation is expected to create a larger and more coordinated economic zone under a single planning mechanism managed by MMRDA. Officials believe the integrated structure will help streamline infrastructure planning, industrial development and logistics-led growth in the region.

Under Section 40(1)(c) of the MRTP Act, MMRDA will now oversee planning and development activities for the entire notified area comprising nearly 44 revenue villages. With the appointment of MMRDA as the SPA, any earlier planning authority operating in the region will cease to function after publication of the notification in the official Gazette.

MMRDA will prepare development proposals and Development Control Regulations (DCRs) for the enlarged business park area and submit them to the state government for approval. Until a full development plan is sanctioned under Section 26(1) of the MRTP Act, the existing Regional Plan proposals and Unified DCRs will continue to remain applicable.

The expanded Kharbav Integrated Business Park is being positioned as a major economic and logistics hub for the Mumbai Metropolitan Region. Authorities expect the project to support logistics, warehousing, industrial and commercial activities along with data centre development and other employment-generating sectors.

The project is also expected to strengthen the industrial and logistics network in the Bhiwandi-Vasai belt, a region that has seen growing warehousing and supply chain activity over the past few years due to its connectivity to Mumbai, Thane, Nashik and key freight corridors.

The expansion aligns with the broader regional planning strategy under the Revised Regional Plan for MMR approved in 2021. In recent years, MMRDA has been focusing on developing growth centres beyond Mumbai city through infrastructure-led planning aimed at reducing pressure on core urban areas while encouraging balanced regional development.

Maharashtra Chief Minister Devendra Fadnavis said the expansion reflects the government’s focus on building future-ready economic corridors across the Mumbai Metropolitan Region. He stated that integrated planning, infrastructure development and logistics-focused growth would help generate employment, attract investments and strengthen Maharashtra’s position as a major economic hub. He also said projects such as Kharbav support the state’s long-term target of becoming a USD 1 trillion economy under the Maharashtra@2047 and Viksit Bharat vision.

Deputy Chief Minister and MMRDA Chairman Eknath Shinde said the authority is working towards creating new economic growth centres across the MMR to bring jobs and opportunities closer to residential areas. He added that the Kharbav project is expected to support industrial growth, logistics infrastructure and long-term economic development while helping reduce pressure on Mumbai city.

Dr. Sanjay Mukherjee, Metropolitan Commissioner of MMRDA, said the expansion would help create a new economic growth engine for the region through integrated and infrastructure-led planning focused on logistics, warehousing, industrial and commercial sectors.

MMRDA has also been promoting integrated business ecosystems and partnerships for industrial and logistics infrastructure in emerging growth corridors. The authority considers Kharbav among its key long-term development initiatives aimed at strengthening economic activity outside Mumbai’s core business districts.
