BMC revives Mahim–Bandra East flyover project to ease western corridor congestion

Synopsis

• BMC has revived the long-pending Mahim–Bandra East flyover project to reduce congestion along the Western Express Highway and nearby arterial roads.
• The proposed INR 220.17 crore flyover will connect Fishermen Colony in Mahim to Bandra East near the Kalanagar flyover through an elevated corridor over the Mithi River.
• The project had remained stalled for nearly three years after failed tenders in 2022 and 2023, and is expected to improve connectivity between Mahim, Bandra East, SV Road, the Bandra-Worli Sea Link and WEH.

The Brihanmumbai Municipal Corporation (BMC) has revived plans for the proposed Mahim–Bandra East flyover project in an effort to address growing congestion along the Western Express Highway (WEH) and adjoining arterial corridors in Mumbai’s western suburbs. The civic body has initiated a fresh tendering process for the project after previous attempts over the past three years failed to progress.


According to civic officials cited in multiple reports, the proposed flyover is estimated to cost around INR 220.17 crore and will connect Fishermen Colony on Senapati Bapat Marg in Mahim to Bandra East near the Kalanagar flyover. The elevated structure is proposed to cross the Mithi River and provide an alternative east-west traffic connection for motorists travelling between the suburbs and south Mumbai.

Officials stated that the project is intended to decongest one of Mumbai’s busiest traffic stretches, where vehicle queues regularly extend from the Mithi River junction in Bandra East towards Mahim, Dadar, Santacruz and adjoining corridors during peak hours. Traffic congestion along the WEH corridor has increased significantly in recent years because of rising vehicular movement and regional connectivity demand.

According to reports, the proposed flyover will be approximately 1 km to 1.5 km in length and is expected to complement existing infrastructure including the Chunabhatti–BKC flyover and the older Kalanagar flyover. The project is also expected to improve connectivity to SV Road, the Bandra-Worli Sea Link and other arterial road networks in the western suburbs.

The flyover project was initially tendered in 2022 but the process was later withdrawn because of technical issues. A second tender floated in July 2023 did not receive any bids before the submission deadline, resulting in further delays. BMC’s bridges department has now initiated the tender process for a third time in an attempt to move the project towards execution.

Separate civic discussions reported in recent weeks have also highlighted congestion concerns across Bandra East, including traffic bottlenecks around Bandra railway station, Kherwadi junction, Golibar Road and the WEH corridor. Officials from BMC, traffic police and state agencies have reportedly reviewed pending infrastructure projects, encroachments and traffic management measures in the area as part of broader efforts to improve mobility in the eastern suburbs.

Reports also stated that the proposed flyover would require regulatory approvals from authorities including Coastal Regulation Zone authorities and the Forest Department because portions of the alignment pass near environmentally sensitive stretches around the Mithi River corridor. Civic officials indicated that responsibility for obtaining required permissions would rest with the appointed contractor.
