BMC invites proposals for integrated construction and demolition waste management portal

Synopsis

The Brihanmumbai Municipal Corporation has invited bids to appoint a technology agency for development and operation of an integrated Construction and Demolition (C&D) Waste Management Portal across Mumbai. The proposed platform will integrate mobile applications, a web portal and existing BMC systems including AutoDCR, GIS and financial databases to streamline waste tracking, approvals and monitoring. The selected agency will handle platform development, cybersecurity compliance, API integration, cloud hosting and long-term operations and maintenance. BMC stated that the system is intended to enable real-time data synchronisation, grievance tracking and improved regulatory oversight across departments.

The Brihanmumbai Municipal Corporation (BMC) has initiated the process to appoint a technology service provider for development and operation of an integrated Construction and Demolition (C&D) Waste Management Portal intended to streamline waste management monitoring, approvals, tracking and enforcement systems across Mumbai. The civic body has issued an Expression of Interest (EOI) inviting technology firms to participate in the selection process.


According to the EOI document, the proposed digital platform will include mobile applications, a web-based management portal and integration with multiple existing BMC systems. The system is planned to support end-to-end monitoring of construction and demolition waste generation, collection, transportation and disposal activities across the city.

The scope of work outlined in the document includes integration with BMC’s AutoDCR system to fetch approved building plan data and automatically populate Waste Management Plan details. The platform will also integrate with Solid Waste Management systems, GIS and mapping databases, billing systems and grievance redressal platforms.

BMC stated that the selected agency would be required to develop secure APIs using RESTful architecture and JSON or XML data exchange standards to enable real-time and batch synchronisation across departments. The platform will also incorporate role-based access controls, Single Sign-On functionality for officials and integration with official authentication systems where applicable.

The civic body has specified multiple cybersecurity and compliance requirements for the proposed platform, including secure HTTPS protocols, SSL certification, encryption standards, audit logging and periodic vulnerability assessment and penetration testing. The selected agency will also be responsible for integration testing, system integration testing and user acceptance testing before the platform goes live.

According to the commercial framework outlined in the EOI, BMC will bear the one-time cost associated with design, development, deployment, pilot rollout and training for the platform. However, the selected agency will subsequently manage operations and maintenance for an initial five-year period, including hosting, upgrades, support and future customisations.

The EOI document stated that the vendor would recover operational expenditure through user charges, service fees or transaction-based revenue mechanisms approved by BMC. Participating firms have been asked to submit sustainable and transparent revenue models as part of the proposal process to ensure long-term operational viability without recurring financial burden on the civic body.

BMC has also stated that shortlisted applicants will be required to undertake technical demonstrations and pilot deployments before final selection through a Request for Proposal process. The empanelment period for the selected technology provider is proposed to remain valid for three years, with provision for extension.
