Noida Authority begins land acquisition process across 37 villages for first phase of New Noida development

The Noida Authority has initiated preparations to acquire land across 37 villages in Gautam Buddh Nagar and Bulandshahr districts for the first phase of the New Noida project, officially known as the Dadri-Noida-Ghaziabad Investment Region (DNGIR). The acquisition process, expected to begin next month, will cover 24 villages in Bulandshahr and 13 in Gautam Buddh Nagar through a consent-based mechanism. The authority has sought deployment of three tehsildars and plans to establish a temporary field office to facilitate the exercise. Spread over 209.11 sq km across 84 villages, the proposed urban and industrial expansion has been identified as part of the Delhi-Mumbai Industrial Corridor’s first-phase investment regions. The authority has fixed land acquisition rates at INR 4,300 per sq metre and plans phased development up to 2041, with industrial use forming the largest share of the proposed land allocation.

The Noida Authority has commenced groundwork for land acquisition under the New Noida project, formally called the Dadri-Noida-Ghaziabad Investment Region (DNGIR), with the first phase set to cover 37 villages across Gautam Buddh Nagar and Bulandshahr districts. Officials stated in the past week that the acquisition process is likely to begin next month through a consent-based purchase model aimed at facilitating planned urban and industrial expansion in the National Capital Region.


According to authority officials, land from 24 villages in Bulandshahr and 13 villages in Gautam Buddh Nagar will be acquired during the initial phase. Villages identified in Gautam Buddh Nagar include Anandpur, Bel Akbarpur, Kot, Milak Khandera, Phoolpur and Sainthali, while villages in Bulandshahr include Birondi Fauladpur, Birondi Tajpur, Kokhabad, Kaithara, Kishanpur, Muradabad and Nawada, among others. Officials said the authority has requested the state government to appoint three tehsildars to support acquisition proceedings and revenue coordination in the notified areas.

The authority is also preparing to establish a temporary office within the New Noida region to streamline documentation, farmer consultations and administrative processing linked to land procurement. Officials indicated that the acquisition exercise would be carried out through direct purchase and mutual consent arrangements with landowners. Earlier policy discussions around the project had also proposed a hybrid framework involving direct purchase and land pooling to reduce delays typically associated with compulsory acquisition under the Land Acquisition Act, 2013.

The broader DNGIR project spans 209.11 sq km across 84 villages, of which 63 fall in Bulandshahr district and 21 in Gautam Buddh Nagar. The notified investment region was approved in October 2024 and has been identified as one of the seven proposed investment regions under the first phase of the Delhi-Mumbai Industrial Corridor programme. Officials stated that the location has gained strategic significance because of its connectivity to Noida, Ghaziabad and the upcoming Noida International Airport at Jewar.

As per the development blueprint, the authority plans to execute the project in four phases extending until 2041. Phase one, targeted for completion by 2027, involves acquisition of 3,165 hectares. The second phase will cover 3,798 hectares by 2032, followed by 5,908 hectares in phase three by 2037 and 8,230 hectares in the final phase by 2041. Officials stated that approximately 40% of the land use has been earmarked for industrial purposes, while 13% has been allocated for residential development, 18% for green and recreational spaces, 4% for commercial activity and 8% for public and institutional infrastructure.

The authority fixed land acquisition compensation for the New Noida project at INR 4,300 per sq metre in April, aligning it with revised compensation rates adopted by the Yamuna Expressway Industrial Development Authority for the Noida International Airport-linked development zone. Following land acquisition, the authority plans to develop roads, drainage systems, sewage networks, power infrastructure and water pipelines before allocating industrial and logistics plots to companies and manufacturers.
