DDA identifies 14 transit-oriented development parcels along metro corridors to expand affordable housing supply in Delhi

Synopsis

The Delhi Development Authority (DDA) has identified 14 land parcels across metro-linked corridors in Delhi for transit-oriented development (TOD) projects aimed at increasing affordable and mixed-use housing supply within the Capital. Spread across locations including Karkardooma, Dwarka, Rohini, Peera Garhi and Shahdara, the sites collectively cover more than 300,000 square metres and are expected to support high-density residential, commercial and institutional developments near public transport infrastructure. The move follows the notification of revised TOD regulations by the Centre and the Delhi government in the past month, extending TOD norms across nearly 207 sq km in Delhi. The authority is also seeking private sector participation for the projects as it attempts to curb outward residential migration to NCR cities and promote compact urban growth around metro corridors.

The Delhi Development Authority (DDA) has identified 14 land parcels along Delhi Metro corridors for transit-oriented development (TOD) projects as part of its plan to increase affordable housing and mixed-use urban development within the Capital. Officials stated in the past week that the identified sites would be developed under revised TOD norms to encourage higher-density construction around mass transit infrastructure and reduce migration of homebuyers towards NCR cities such as Noida and Gurugram.


According to officials familiar with the exercise, the 14 identified plots together span more than 300,000 square metres and are spread across multiple metro-linked locations in east, west and north Delhi. The parcels have been earmarked for residential group housing, commercial districts, shopping centres, public and semi-public facilities, and mixed-use developments. Officials stated that the authority has completed a preliminary assessment of land availability along metro corridors and has directed departments to upload parcel details on the official portal to facilitate developer participation and investment enquiries.

One of the largest identified parcels is located behind Kailash Deepak Hospital in Karkardooma along the Blue Line corridor. The triangular site measures around 76,251 square metres and lies within east Delhi’s emerging TOD cluster, where DDA’s first transit-oriented housing project has already entered the sales phase. Another major parcel is situated near the Peera Garhi district centre along the Green Line corridor, covering approximately 124,828 square metres and designated for commercial and district centre development adjoining the Outer Ring Road.

The authority has also identified several plots in Dwarka sectors 10 and 12 along the Blue Line. These include district centre sites measuring around 31,100 square metres and 26,400 square metres respectively. In Rohini, two residential group housing plots measuring nearly 14,600 square metres and 18,500 square metres have been listed in sectors 19 and 18 near the Yellow Line corridor. Additional sites have been identified in Jhilmil Tahirpur-Shahdara, Mandawali-Fazalpur, Madipur and Preet Vihar for various forms of integrated urban development.

Officials indicated that the initiative forms part of a broader urban planning strategy aimed at increasing housing availability near public transport systems while reducing dependence on private vehicles. The authority has also received expressions of interest from four private developers for TOD-linked projects, although the locations connected to those proposals were not disclosed.

The identification of these sites follows the notification of revised TOD regulations by the Centre and the Delhi government in the previous month. Under the updated framework, TOD norms have been extended to influence zones within a 500-metre radius of metro, railway and Regional Rapid Transit System corridors, covering nearly 207 sq km in Delhi. The revised policy reduced the minimum plot size requirement from eight hectares to 2,000 square metres and increased the permissible floor area ratio (FAR) to 400–500, enabling high-rise and high-density development, particularly for affordable housing projects.
