The Jharkhand government has launched an online portal for the regularisation of unauthorised residential buildings across urban areas of the state, introducing a digital framework aimed at simplifying approvals and bringing select unapproved constructions within the legal system.
The portal was launched in Ranchi in the past week by Urban Development Minister Sudivya Kumar under the Jharkhand Unauthorised Constructed Building Regularisation Rules, 2026. The initiative follows approval of the new regularisation rules by the state Cabinet on April 15 this year.
According to the Urban Development Department, the scheme is expected to benefit nearly seven lakh property owners across Jharkhand who constructed residential buildings without obtaining approved building plans or statutory permissions. Officials stated that the framework has been designed to provide relief to homeowners while improving urban planning records and regulatory compliance.
The government clarified that the regularisation policy is not intended to encourage unauthorised construction activity but to address existing cases where residential structures were developed without sanctioned plans. The online portal allows applicants to submit documents digitally, pay regularisation charges and track application status electronically.
Under the notified rules, residential buildings with a maximum height of G+2 and structures built on plots measuring up to 300 sq m will qualify for regularisation, subject to prescribed conditions and penalties. Officials stated that applications must be submitted within two months from the launch of the portal, while authorities are expected to decide on applications within six months.
Urban Development Secretary Sunil Kumar stated that the government had simplified the application process and introduced flexible payment provisions to reduce the financial burden on applicants. According to officials, regularisation charges can be paid in three instalments, with minimum fees fixed at INR 10,000 for residential properties and INR 20,000 for commercial structures.
The state government stated that earlier attempts over the past two decades to regularise unauthorised constructions had witnessed limited public participation. The current framework has been positioned as a more flexible and accessible policy intended to improve participation levels and support planned urbanisation across Jharkhand’s growing urban centres.
Officials added that the initiative forms part of the broader urban infrastructure and governance strategy being pursued by the state’s Urban Development and Housing Department, alongside transport and city infrastructure projects underway in Ranchi, Jamshedpur and Dhanbad.
