NITI Aayog works on revised concession framework for multimodal logistics parks and PPP infrastructure projects

Synopsis

NITI Aayog has said it is working with the Ministry of Road Transport and Highways and National Highways Logistics Management Limited to revise and update the model concession agreement for multimodal logistics parks, with the aim of improving project viability and implementation. In its Annual Report 2025-26, the policy think tank stated that the revised framework is intended to enhance the bankability and bid attractiveness of logistics infrastructure projects. NITI Aayog also disclosed its involvement in railway station redevelopment projects in Vijayawada and the preparation of a public-private partnership framework for integrated sports stadium developments. The initiatives form part of broader efforts to strengthen infrastructure delivery models through private sector participation across transport, logistics and urban infrastructure segments.

NITI Aayog has said it is working with the Ministry of Road Transport and Highways and National Highways Logistics Management Limited to revise and update the model concession agreement (MCA) for multimodal logistics parks, as part of efforts to strengthen the implementation framework for logistics infrastructure projects across India.


In its Annual Report 2025-26 released earlier this week, the government think tank stated that the revised concession framework is undergoing extensive deliberations to improve the biddability, viability and bankability of multimodal logistics park projects. The revised MCA is expected to support more effective execution and encourage greater private sector participation in logistics infrastructure development.

The report stated that the initiative forms part of broader efforts to streamline public-private partnership structures and strengthen infrastructure financing mechanisms in sectors linked to transport, logistics and urban development.

NITI Aayog also disclosed that it has been working with the Ministry of Railways on proposals, project structures and bid documentation relating to the redevelopment and operation of railway stations in Vijayawada, Andhra Pradesh. The scope of work included appraisal of request for proposal documents and model concession agreements associated with the projects.

According to the report, the redevelopment proposals involve brownfield modernisation of railway station infrastructure alongside commercial development opportunities attached to the station premises. The think tank stated that the projects were structured to maximise revenue generation from allocated land parcels linked to the railway stations.

The report further noted that the railway station redevelopment projects have already received in-principle approval and are currently at the bidding stage.

Separately, NITI Aayog stated that it has collaborated with the Ministry of Youth Affairs and Sports on preparing a concept paper outlining a proposed concession framework for integrated sports stadium developments under the public-private partnership (PPP) model.

The proposed framework has been designed for implementation on a DBFOT basis — design, build, finance, operate and transfer — and aims to facilitate the creation of multi-use sports stadiums aligned with international standards through private sector participation.

The report indicated that the framework seeks to establish a structured approach for developing sports infrastructure with integrated commercial and operational models intended to improve long-term project sustainability and efficiency.

Established through a Union Cabinet resolution on January 1, 2015, NITI Aayog functions as the Centre’s apex public policy institution and provides strategic and policy inputs across sectors including infrastructure, urban development, logistics and economic planning.
