The Dharavi Redevelopment Project authorities have clarified that eligibility for rehabilitation of upper-floor occupants in Dharavi will depend on the eligibility status and documentary records of the corresponding ground-floor structures. The clarification comes amid ongoing surveys and scrutiny of residential and commercial units under the large-scale redevelopment initiative in Mumbai. Officials stated that upper-floor tenements constructed above ground-floor units would not be treated as independently eligible unless supported by valid documentation tied to the original authorised structure. The decision forms part of the broader verification process being undertaken by authorities to identify eligible beneficiaries for rehabilitation housing. The redevelopment project, being implemented through a special purpose vehicle with participation from the Maharashtra government and private developers, involves one of the country’s largest urban renewal exercises covering densely populated informal settlements and mixed-use structures across Dharavi.
Authorities overseeing the Dharavi Redevelopment Project have stated that eligibility for rehabilitation benefits for occupants residing on upper floors will be determined based on the documentary status and eligibility of the corresponding ground-floor premises, amid ongoing verification exercises across the Mumbai informal settlement cluster.
The clarification was issued during the continuing survey and scrutiny process being undertaken by the Dharavi Redevelopment Project Private Limited (DRPPL) and government agencies to determine qualified beneficiaries for rehabilitation housing under the proposed redevelopment scheme. Officials indicated that upper-floor units constructed over ground-floor structures would not automatically qualify as separate rehabilitation tenements unless linked to valid underlying documentation and recognised occupancy records.
According to project authorities, the eligibility framework is being applied to ensure that rehabilitation benefits are extended in accordance with approved policy guidelines and documentary evidence available for the original structures. The verification process includes examination of property records, electricity bills, tax receipts and other supporting documents submitted by residents and occupants.
Officials stated that if a ground-floor structure itself is found ineligible during scrutiny, claims relating to upper-floor occupants attached to the same premises may also face disqualification. Authorities further clarified that upper floors constructed without authorised documentation or beyond recognised cut-off norms would not be considered independently eligible solely on the basis of current occupation.
The clarification assumes significance because a substantial number of structures in Dharavi consist of incremental vertical additions developed over several years to accommodate extended families, tenants, commercial establishments and small industrial units. Many buildings within the settlement contain multiple occupancies spread across upper levels despite originating as single-storey structures.
The Dharavi redevelopment exercise involves one of the country’s largest urban renewal projects and seeks to rehabilitate eligible residents while redeveloping land parcels across the informal settlement cluster into planned residential and commercial infrastructure. The project is being implemented through a special purpose vehicle formed between the Maharashtra government and the Adani Group-led developer selected for the redevelopment initiative.
Survey work and household mapping exercises have intensified in recent months as authorities move towards finalisation of beneficiary databases and preparation of rehabilitation plans. Residents have been asked to furnish documentary proof supporting claims of occupancy and eligibility under prescribed government norms.
Officials associated with the project stated that the scrutiny mechanism is intended to avoid duplication of rehabilitation benefits and ensure consistency in allotment decisions. Authorities also noted that disputes relating to documentation, inheritance claims and occupancy rights are being reviewed on a case-by-case basis during the survey process.
The redevelopment proposal has continued to draw attention from urban planners, housing experts and real estate stakeholders because of the scale of land involved and the complexity of rehabilitation across mixed residential, industrial and commercial occupancies within Dharavi.
Project authorities indicated that the verification and eligibility assessment process would continue in phases before final rehabilitation entitlements are confirmed for individual occupants and families covered under the scheme.
