MMRDA advances Metro Line 14 DPR process with technical bids under evaluation

The Mumbai Metropolitan Region Development Authority has progressed the consultant selection process for Metro Line 14, with technical bids from three firms admitted for evaluation under a tender for preparation and revision of the project’s detailed planning documents. According to tender records dated 13 May, RITES Ltd, SMEC International Pty Ltd and Tata Consulting Engineers Ltd have qualified in the technical stage of the bidding process. The tender covers appointment of expert consultants for peer review of the techno-economic feasibility study, revision of the project report, preparation of DPR estimates, surveys, bid documents and bid process management for Metro Line 14. The project forms part of MMRDA’s broader metro network expansion plans across the Mumbai Metropolitan Region.

The Mumbai Metropolitan Region Development Authority (MMRDA) has moved forward with the consultant appointment process for Metro Line 14 after admitting technical bids submitted by three firms for evaluation under a tender related to preparation and revision of the project’s planning and implementation documents.


According to tender records published on the Maharashtra government’s e-procurement portal on 13 May, the admitted bidders include RITES Ltd, SMEC International Pty Ltd and Tata Consulting Engineers Ltd. The submissions were accepted under the technical evaluation stage of the tender process.

The tender, issued under reference number MMRDA/ML 14/DPR/2026, relates to the appointment of expert consultants for Metro Line 14. The scope of work includes preparation and peer review of the techno-economic feasibility study, revision of the project report, conduct of various surveys and preparation of detailed project report estimates.

According to the tender summary, the selected consultant will also be responsible for preparing bid documents and undertaking bid process management activities associated with the proposed metro corridor.

The technical bid opening summary stated that the submissions had been forwarded for technical evaluation. The evaluation status was updated on 11 May by the designated official on the e-procurement platform.

Metro Line 14 forms part of MMRDA’s wider metro rail expansion programme aimed at strengthening public transport connectivity across the Mumbai Metropolitan Region. The authority has been advancing multiple metro corridors through phased planning, DPR preparation and contractor selection processes in recent years as part of efforts to expand the region’s integrated urban transport network.

The consultant appointment process is expected to support further technical planning and financial assessment for Metro Line 14 prior to subsequent approvals and tendering stages. The preparation and revision of DPR documents generally include traffic projections, alignment studies, engineering assessments, cost estimates and implementation planning required for large-scale urban transport infrastructure projects.

MMRDA has been using the state e-procurement platform for consultant and contractor selection across multiple metro and infrastructure projects in the Mumbai Metropolitan Region. The authority continues to undertake corridor planning and transport infrastructure development to address growing passenger demand and regional connectivity requirements across Mumbai and adjoining urban centres.
