Synopsis

The City and Industrial Development Corporation (CIDCO) has appointed a joint venture of RITES Limited and Creative Group LLP to undertake a techno-commercial feasibility study for a proposed third runway at Navi Mumbai International Airport (NMIA). The study, expected to be completed within six months, will assess technical, operational, environmental and financial viability. NMIA, part of the Mumbai Metropolitan Region's dual-airport system alongside Chhatrapati Shivaji Maharaj International Airport, is designed to handle 90 million passengers annually upon full development. The move comes amid projections of sustained air traffic growth, prompting advance capacity planning. The proposed runway is expected to support long-term expansion of aviation infrastructure and improve operational efficiency at the greenfield airport.

The City and Industrial Development Corporation (CIDCO) has appointed a joint venture between RITES Limited and Creative Group LLP to undertake a techno-commercial feasibility study for the development of a third runway at Navi Mumbai International Airport (NMIA), with the appointment announced in the past week as part of long-term capacity planning for the Mumbai Metropolitan Region.

According to CIDCO, the study is expected to be completed within six months and will evaluate the technical, operational, environmental and financial aspects of adding an additional runway at the greenfield airport. The exercise is intended to assess the feasibility of scaling infrastructure in line with projected growth in air traffic.

A meeting was held to deliberate on key aspects of the study, attended by senior representatives from both consulting firms, including officials from RITES Limited and Creative Group LLP. The consultants have been tasked with undertaking a comprehensive assessment of requirements and constraints associated with the proposed expansion.

CIDCO indicated that Navi Mumbai International Airport has been planned as a major aviation hub to address long-term demand in the Mumbai Metropolitan Region. With air traffic expected to increase significantly over the coming decades, the authority conveyed that early-stage planning for additional infrastructure is necessary to ensure operational readiness.

The proposed third runway is expected to enhance capacity and improve efficiency at the airport, while also strengthening its role as part of the region's dual-airport system. NMIA operates alongside Chhatrapati Shivaji Maharaj International Airport (CSMIA), which currently serves as the primary aviation gateway for Mumbai.

NMIA is among India's largest greenfield airport developments and is designed to handle up to 90 million passengers per annum and 3.2 million tonnes of cargo annually upon full build-out. The addition of a third runway is being considered in anticipation of this scale of operations and the associated increase in aircraft movements.

RITES Limited, a Navratna and Schedule A central public sector enterprise under the Ministry of Railways, has been engaged for its expertise in transportation and infrastructure consultancy. Creative Group LLP, its joint venture partner, will contribute to the technical and planning aspects of the study.

The feasibility assessment will also examine environmental considerations and regulatory requirements, alongside financial viability, to determine the practicality of implementing the proposed expansion. The outcome of the study is expected to inform future decision-making on infrastructure development at NMIA.

The move reflects a broader approach towards forward planning in urban aviation infrastructure, particularly in high-growth regions such as the Mumbai Metropolitan Region, where demand for passenger and cargo handling capacity continues to increase.
