The Department of Town and Country Planning (DTCP), Haryana, has initiated enforcement action against unauthorised hospitality developments in Gurugram in the past week, identifying 13 banquet halls and marriage venues for violations of land-use norms and demolishing a hotel structure as part of the drive.
The enforcement action forms part of a broader crackdown on illegal constructions across the district, where authorities have observed a rise in banquet halls, farmhouses and lodging facilities operating without requisite approvals or in contravention of zoning regulations. Officials indicated that these establishments were found to be functioning on land not designated for commercial or hospitality use.
As part of the action, the department demolished a hotel identified as M/s Orange Hotels & Resorts located in Sidhrawali. The demolition was carried out after determining that the structure violated applicable planning norms and did not have the necessary permissions for operation.
The identified banquet halls and marriage venues are located across multiple villages in Gurugram district, including Lohaka, Pahari and Gadaipur, among others. These areas have seen increased development activity in recent years, particularly for event-based infrastructure, driven by proximity to Delhi and availability of relatively cheaper land parcels.
Officials indicated that such unauthorised developments not only violate land-use regulations but also create challenges for infrastructure planning and service provision. Facilities developed without approvals typically lack compliance with safety norms, parking requirements and environmental regulations, increasing risks for both users and surrounding communities.
The DTCP has stated that notices have been issued to the operators of these establishments, with further action including sealing, demolition or legal proceedings to follow in cases of non-compliance. The department has also indicated that monitoring efforts will be intensified to identify additional violations.
The crackdown reflects ongoing regulatory efforts to enforce master plan provisions in Gurugram, where rapid urbanisation has led to a mix of planned and unplanned developments. Peripheral and village areas, in particular, have witnessed the emergence of commercial activities on land designated for agricultural or residential use.
Authorities have emphasised the need for compliance with statutory approvals before undertaking any commercial or hospitality development. This includes obtaining change-of-land-use permissions, building plan approvals and adherence to safety and environmental norms.
The action is expected to have implications for the local hospitality and events segment, particularly for operators functioning outside the formal regulatory framework. It may also prompt greater scrutiny of similar establishments across the National Capital Region, where enforcement agencies have been stepping up action against unauthorised constructions.
The development highlights the continuing challenge of aligning rapid urban expansion with regulatory compliance, particularly in high-growth corridors such as Gurugram, where demand for commercial and event infrastructure remains strong.
