The Bihar Cabinet has approved a set of proposals to develop satellite townships, establish a technology hub and modernise Industrial Training Institutes (ITIs), aimed at supporting urban expansion and economic growth. The plan includes the development of 11 greenfield satellite townships to ease pressure on existing cities and promote planned urbanisation. The government has also cleared the creation of a technology hub to strengthen the state’s IT ecosystem and generate employment. Alongside, ITIs will be upgraded to improve skill development and workforce readiness. The decisions were taken earlier this week, with the government outlining a multi-sector approach aimed at addressing urban congestion, improving infrastructure and enhancing employment opportunities. A key component of the plan is the development of 11 greenfield satellite townships across the state, intended to decongest existing urban centres and promote structured urban growth.
The proposed satellite townships are expected to follow planned development frameworks, incorporating residential, commercial and public infrastructure. The initiative is aligned with the state’s objective of managing population density while improving access to essential services in emerging urban areas.
In addition to township development, the Cabinet has approved the establishment of a technology hub to support the growth of the information technology sector. The hub is intended to promote innovation, attract investments and create employment opportunities, particularly in urban centres such as Patna.
The government is also focusing on strengthening workforce capabilities through the modernisation of ITIs. The upgrade is expected to include improved infrastructure, updated curriculum and industry-aligned training programmes aimed at enhancing employability among youth.
Officials indicated that the combined initiatives are designed to create an integrated development model linking urban expansion with industrial and technological growth. The emphasis on skill development through ITI modernisation is intended to support the labour requirements of emerging sectors, including manufacturing and services.
The township plan is also expected to influence land use patterns, with restrictions on unplanned development in identified zones to ensure orderly expansion. By promoting greenfield developments, the state aims to reduce pressure on existing infrastructure while creating new growth corridors.
The technology hub initiative complements ongoing efforts to position Bihar as an emerging destination for IT and services, supported by policy measures and infrastructure development. At the same time, upgrading ITIs is expected to address skill gaps and improve workforce participation in both traditional and new-age industries.
The Cabinet’s decisions reflect a coordinated policy approach, combining urban planning, infrastructure development and skill enhancement to support long-term economic growth. The implementation of these proposals is expected to shape future real estate development patterns in the state, particularly in emerging urban clusters and industrial zones.
