The plan is expected to expand the authority's jurisdiction across parts of Ahmedabad, Gandhinagar, and Mehsana, while integrating infrastructure, land use, and environmental strategies. It is being positioned in the context of Ahmedabad's bid to host the 2036 Olympic Games and the 2030 Commonwealth Games. The draft is likely to include provisions for industrial relocation, revised zoning regulations, and new greenfield development areas. Authorities are also aligning the plan with regional economic corridors and long-term urban infrastructure requirements.

The Ahmedabad Urban Development Authority (AUDA) is set to unveil a draft Development Plan for 2041 in the coming months, introducing a 20-year urban planning framework aimed at guiding the city's long-term growth, expanding its planning jurisdiction, and aligning infrastructure development with Ahmedabad's aspirations to host global sporting events such as the 2036 Olympics.


The proposed plan departs from AUDA's earlier 10-year development cycles, including the 2011 and 2021 plans, and instead adopts a longer horizon extending to 2041, with provisions for periodic review. This shift is linked to the need for integrated planning across a rapidly expanding metropolitan region and to accommodate large-scale infrastructure and land requirements associated with international events.

The draft plan is expected to significantly expand AUDA's jurisdiction by incorporating outgrowth areas across Ahmedabad, Gandhinagar, and Mehsana districts. This expansion is intended to create a unified planning framework that can support regional connectivity, urban expansion, and coordinated infrastructure development.

A key aspect under consideration is the reconfiguration of land use regulations. Authorities are examining the possibility of easing restrictions on existing agricultural and green zones to allow residential, commercial, and mixed-use developments, while simultaneously identifying new green zones in the expanded planning areas. This approach is expected to balance urban growth with environmental considerations.

The plan is also likely to address industrial land use within the city. Officials have indicated that incentives may be introduced to encourage the relocation of polluting industries outside urban limits, particularly in view of environmental targets linked to global event hosting.

Infrastructure development forms a central component of the 2041 framework. The authority is integrating provisions for transportation networks, utilities, and urban services, alongside coordination with broader regional initiatives such as the North Gujarat Special Economic Region. Long-term planning for water supply, sewage systems, and mobility infrastructure is also being incorporated to support projected population and economic growth.

In addition, the development plan is expected to prioritise areas located within a defined radius of the SP Ring Road, where new urbanisation and infrastructure projects are being considered. These zones are likely to serve as key growth corridors for residential and commercial expansion.

The preparation of the Development Plan 2041 follows delays in finalising the draft after the previous plan's tenure expired, with authorities now working towards aligning the document with both urban expansion needs and the city's positioning on the global stage. The proposed framework reflects a broader shift towards long-term, regionally integrated urban planning as Ahmedabad continues to expand beyond its existing municipal boundaries.
